Description
Intent to Sole Source to Bio-Serv (Foster Corporation) to provide special diets and environment enrichment products for rodent colony. This is a Pre-Solicitation/Notice of Intent Synopsis for a sole source noncompetitive award to Bio-Serv (Foster Corporation) to provide special diets and environment enrichment products for rodent colony. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate on a sole source basis and award a purchase order, under the Simplified Acquisition Procedures (Dollar Threshold of $150,000), as set forth in FAR Part 13 a Firm Fixed Price award to Bio-Serve (Foster Corporation), One 8th Street, Suite 1, Frenchtown, NJ 08825. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The period of performance of the base year will be one (1) year from date of award. In addition there will be four one (1) year options. The basis for the sole source determination is based upon the fact that: The NIDCR, Veterinary Resources Core (VRC) building 30 Animal Facility supports Intramural Research, provides housing and support services for approximately 15,00 animals daily. The specific diets are requested to meet continued needs for supplementing special mutant/transgenic/knockout mice created and maintained by NIDCR, VCR. The mice created and used in this institute are models for bone and dental disease. A large quantity of the colony requires supportive care due to difficulties eating the standard NIH diet (hard pellets which harden further when autoclaved for immune deficient mice). This diet has been a key factor in Investigators having a much lower loss of animals through the duration of their studies. The diet, S3472 Transgenic Doug Diet, is needed to maintain standards in ongoing studies. It is essential that this colony continue to receive the "same" supplemental diets they have been previously provided. As required by the NIH Guide for the Care and Use of Laboratory Animals, rodents must have a form of environmental enrichment. BIO-huts have been used in the VRC not only to fulfill requirements to maintain accreditation but because they have been found to enhance the wellbeing of breeding mice in the care of newborns giving the scientist the ability to maintain fragile lines of specialized mice. Bio-Serv (Foster Corporation) is the exclusive manufacturer of a variety of environmental, medicated and critical care products for research animals. These include S3472 Transgenic Dough Diet and S5769 Tray-Nutra-Gel both of which have been provided to NIH for many years. These products are critical care diets which were formulated and are manufactured solely by Bio-Serv to provide life-saving nutrition to ill or impaired rodents. No other manufacturer produces these diets. Bio-Serv is also the sole provider of the K3352 Bio-Huts for Mice which are the only virgin paper, disposable shelter that are certified (contaminant screened). This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth under FAR Part 13.106-1 (b) (1), Soliciting from a single source not exceeding the simplified acquisition threshold, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Classification System (NAICS) code applicable to this requirement is 31119 - Other Animal Food Manufacturing with a size standard of 500 employees. This Pre-Solicitation/Notice of Intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being request and a written solicitation will not be issued. The determination by the Government to award a contract on a sole source noncompetitive basis to provide special diets and environment enrichment products for rodent colony to Bio-Serv (Foster Corporation) is solely within the discretion of the Government. Any information received as a result of this Pre-Solicitation/Notice of Intent will be considered solely for the purpose of determining whether to conduct any future competitive procurement. Interested parties may identify their interest and capability for any future competitive procurement by responding to this notice in writing, no later than May 17, 2013 at 4:00 p.m. EST. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement.
