Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 6.302-1 with High Precision Devices (HPD), Inc. in Boulder, CO for the purchase of a Adiabatic Demagnetization Refrigerator (ADR) Cryostat. This system will be used with transition edge superconducting sensors, which due to their extreme sensitivity put very specific requirements on the cryostat system. As a consequence, the dimensions and clearance of the cryostat, and thermal and electrical environments it provides for cooling and mechanically isolating the detectors and extracting the wiring outputs of the detectors through the cryostat are tightly constrained. HPD has manufactured several ADR systems for NIST and other laboratories. The existing ADR system was manufactured by HPD. These existing systems were developed to be used in a number of different applications and with a number of types of cryogenic detectors developed at NIST and these systems are already in use in our laboratory. The HPD ADR systems have a demonstrated record of being used successfully to cool and operate superconducting transition-edge sensors. In addition, these systems with their interchangeable parts, will allow minimum downtime when parts require maintenance. No other vendor has demonstrated a record of compatibility with these detectors or the interchangeability of parts. HPD does not license others to utilize their propriety designs. As a result, High Precision Devices is uniquely qualified to provide the required ADR system. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 12 months after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received no later than the response date for this notice of intent. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
