Corrections Advisor San Salvador, El Salvador Issuance Date: 4/29/2013 Closing Date: 5/24/2013 SOLICITATION NUMBER: PSC-13-038-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: Background The Department of State's (DOS) Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for developing, supervising, coordinating and implementing international narcotics control assistance activities and international criminal justice issues for DOS. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and counternarcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues relating to international development. INL/WHP currently has corrections programs in Mexico, Central America, and other Latin American countries. Purpose The purpose of the personal services contract (PSC) is to provide a Corrections Advisor to the Narcotics Affairs Section (NAS) at U.S. Embassy San Salvador, El Salvador. The Advisor will serve as the subject matter expert on all corrections disciplines and coordinate with government agencies that represent prison administration and management throughout the country. The Advisor will assist the Government of El Salvador (GOES) develop a prison reform program that addresses prison policy, training, and inter-ministerial coordination. The Advisor will provide mentoring and training on all aspects of corrections to personnel of the GOES's prison system and other officials from the GOES as required. Relationship The Advisor will report to the NAS Director, with technical guidance given by the Central American Team Leader for INL/WHP and the INL Senior Corrections Advisor. The Advisor will consult and coordinate with staff members and others around the region as needed. Duties and Responsibilities a. Responsible for keeping the NAS Director, INL/WHP El Salvador Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to corrections training programs, advisory assistance, and other technical assistance being provided to the prison system in El Salvador. b. Coordinate with INL corrections experts on training initiatives, procurements, contract issues, visas, country clearances, and funding issues. Prepare documents as necessary. c. Manage bilateral letters of agreement between the GOES and U.S. government and manage grants. d. Prepare regular reports for the NAS Director including drafting sections of various program requests, cables, Congressional Notifications, and briefings as requested. e. In consultation with the INL Senior Corrections Advisor (SCA), design and provide prison operations training and technical assistance to corrections officials in El Salvador. f. Review, recommend, and forward for NAS Director approval proposals, program training plans and initiatives, and training curricula. g. Provide advisory and training assistance to the GOES in order to establish an effective, humane, and appropriate prison system and the equipment, associated policies, procedures, curricula, programs, and systems required to operate a modern correctional program. h. Oversee corrections activities, including reviewing and assisting with budgeting, procurement, implementation, and evaluation. i. Assist with developing corrections programs, which are coordinated with the police, law enforcement, criminal justice programs, and judicial system. j. Serve as the El Salvador subject matter expert on all matters pertaining to corrections, to include policy analysis and program guidance on issues such as program progress, budgeting, development of host country correctional capacities and limitations of institutions, minor refurbishment of correctional facilities, and training plans. k. Manage and execute all necessary logistics to facilitate training programs in support of these programs, including coordinating with other INL corrections advisors. l. Conduct periodic site visits to project locations, jails, and prisons located in the region to perform on site inspections and assessments of INL projects and programs, and other duties as assigned. m. Develop curricula for training on various topics. n. Provide classroom and field instruction on corrections topics. o. Assisting other INL staff develop corrections programs, which are coordinated with the law enforcement and criminal justice programs. COMPLEXITY The Advisor is the expert point of contact for prison program management; reducing inmate overcrowding at 310 percent; implementing prison reform; providing corrections training; implementing inmate training/rehabilitation; and directly enhancing the inmate classification system. SCOPE AND EFFECTIVENESS The Advisor will perform broad and extensive assignments related to programs spanning the full-range of corrections discipline in a very dynamic and complex environment supporting a full-range of the INL mission. PERSONAL CONTACTS The Advisor will report directly to the INL/NAS Director and Coordinator. He/she will coordinate directly with the regional gang's advisor and community police advisors on joint programs/projects. The Advisor will work directly with the DGCP Director and associated ministries for joint program administration and will coordinate with each National Police (PNC) precinct (delegation) on temporary holding cells (Bartolina) renovations throughout El Salvador. Minimum Qualifications 1. U.S. citizen, able to obtain and maintain a DOS Secret security and medical clearance. 2. Ten years of demonstrated experience in U.S. corrections operations, management, organizational development, planning and/or training, with at least 2 years of this experience at the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs, (or the equivalent) or above. 3. Graduated from a certified state or federal corrections training academy. 4. Demonstrated experience in developing information from prison security threat groups to improve prison operations, law enforcement, and prevention. 5. Demonstrated experience working with personnel at all levels of prison operations, from guards patrolling the prison, to squad and section leaders managing staff, to outside leaders and community figures playing a civil society role. 6. Strong verbal and written skills, with the ability to present and defend complex analyses and proposals concisely. 7. Superior English and Spanish communications skills, oral and written, at the FSI level 3/3. 8. Proficient in Microsoft Office Suite. 9. Experience with developing and implementing corrections programs. 10. Knowledge of corrections development in an international environment. 11. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID), the United Nations and in host nation entities. 12. Knowledge of transnational criminal gangs, especially those prevalent in Central America. 13. Knowledge of prison design, facilities, policy development, security prison operations, and systems management. 14. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully. Evaluation Criteria Factor 1: Development/Implementation: (30 points) Demonstrated ability to develop and implement training and technical assistance in prison operations for corrections officials. Factor 2: Oversight: (30 points) Demonstrated ability to plan, manage, budget, and oversee activities at an agency or correctional institution level, to include the ability to work and communicate effectively in a cross-cultural environment. Factor 3: Liaison: (30 points) Demonstrated ability to liaise with relevant U.S. government agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 4: Past Performance: (10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
