- Notice Type: Request for Information Synopsis: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) is conducting market research for live training requirements anticipated for the study, design, development, testing, qualification, production, integration, training, fielding and support of digital training ranges related instrumentation. Part of the market research is to publish a Request for Information seeking market information on businesses able to provide the capabilities, as described in the below sections. This notice is issued solely for information and planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this notice is strictly voluntary and will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this notice or the Government use of such information. This Request for Information is not tied to any current nor anticipated to be a precursor to any future request for proposals (RFP). The NAICS Code 333318 may also be applicable to this Request for Information. PEO STRI, PM TRADE, Product Manager Digitized Training (PM DT) anticipates numerous live training requirements for the study, design, development, testing, qualification, production, materiel procurement, integration, training, fielding and support of the Digital Range Training System (DRTS) Program related instrumentation. This effort includes tracked, wheeled, dismounted, and aviation instrumentation and integration into existing and future instrumentation systems and ranges. The DRTS Program is comprised of the following range types: - Digital Multi-Purpose Range Complex (DMPRC) - Digital Multi-Purpose Training Ranges (DMPTR) - Battle Area Complex (BAX) - Digital Air/Ground Integration Range (DAGIR) as defined in Training Circular (TC) 25-8 - Aerial Gunnery Range (AGR) as defined in TC 25-8 - Scout/Recce Range as defined in TC 25-8 - DRTS Scalable Ranges (variations of the above listed ranges) This DRTS Program effort also supports a subordinate live training effort of the Crew Module Unit-Recorder (CMU-R) Program, which fields DRTS Program player unit components to similar Army installations. This work will support the full range of live training requirements from individual training to collective training at unit home stations, and ranges throughout the world. The following requirements documents are posted for industry review: 1.Statement of Work for Instrumented Ranges (Digital Range Training Systems) Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract, PEO-STRI-09-W091, dated 11August 2010 2.Instrumented Ranges (IR) Dismounted Player Unit (DMT) Performance Specification for the Dismounted Soldier, PRF-PT-00526, Version 4.0, dated 30 November 2012 3.Performance Specification for Instrumented Ranges (Digital Range Training Systems), PRF-PT-00527, Version 5.0, dated 30 November 2012 4.Instrumented Ranges (IR), Video System Suite (VSS) Performance Specification, PRF-PT-00528, Version 2.0, dated 30 November 2012 5.Video System Suite (VSS) Design Requirements, Version 2.0, dated 30 November 2012 6.Instrumented Ranges (IR) Integrated Player Unit (IPU) Performance Specification for Ground Vehicles, PRF-PT-00529, Version 5.0, dated 30 November 2012 7.Systems Devices Interface Control Document ICD.FASIT.SYS, Release 2.1, dated 25 May 2007 The Government is seeking innovative and advanced technology approaches to meet or exceed the current DRTS Program range capabilities and requirements. These approaches may include innovations in processes, components, software, hardware, Commercial-Off-The Shelf products, network communications, and other methods to improve the technical capability to meet the diverse range requirements. The Government requests that interested industry partners describe their approaches/ideas that would expand the DRTS's Program training capabilities beyond tracked, wheeled, dismounted, and aviation instrumentation to include Maneuver Operations in Urban Terrain (MOUT) as defined by TC 25-8. This description should include an approach to leveraging the Army's Live Training Transformation (LT2) software components, maximizing reuse, and optimum implementation of standards. PM TRADE's objective is to meet the requirement for a consolidated streamlined approach that leverages the LT2 Product Line investment, continues the evolution of the Live Training product line, core assets, architectural frameworks, while continuing to provide an efficient, effective, and agile method to accomplish development, integration, testing, Configuration Management (CM), maintenance, and total life-cycle cost reduction. The introduction of innovative and advanced technology solutions beyond current DRTS Program training capabilities to include the incorporation of the MOUT leveraging the LT2 product line is a long term goal of PM TRADE. This market research approach is aimed at future contracting opportunities that will evolve to this concept of operation rather than replace the current contracted solutions. RESPONSES REQUESTED: Contractors electing to respond should contact Virginia Christensen, Contract Specialist, by electronic mail at virginia.christenesen@us.army.mil with a copy furnished to Lisa Parker, Contract Officer, at lisa.c.parker@us.army.mil not later than 4:00 PM EST, 31 May 2013 indicating their capabilities. Contractors shall submit a capability statement that provides the information requested below. Capability statements shall not exceed three pages not including cover sheet. In addition, contractors are encouraged to submit marketing brochures or pamphlets along with their capability statement. 1. Contractors shall describe their capabilities related to the study, design, development, testing, qualification, safety engineering, information assurance, production, integration, training, fielding and support of digital training range instrumentation. Contractors shall describe the instrumentation that they have developed and fielded to support live training. Contractors shall describe the instrumentation maturity (prototype, Low Rate Initial Production, or production), capabilities, quantities produced, and locations that their instrumentation is currently operated. Contractors shall describe what portions of the requirement will need to be developed to meet this requirement. 2. Contractors shall describe their approach/ideas that would expand the DRTS's Program training capabilities beyond tracked, wheeled, dismounted, and aviation instrumentation to include MOUT as defined by TC 25-8. The Contractor shall describe their approach to leveraging LT2 software components, maximizing reuse, and optimum implementation of standards. 3. Contractors shall use the attached Statement of Work (SOW) and Performance Specifications as a reference for this requirement. 4. All responses to this notice should include the following: Company Name, Point of Contact, Address, Telephone and Fax Numbers, Email Address, DUNS number, CAGE code, and Business Size Status (large or small) with any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), etc.). Small businesses are asked to indicate interest in participating as the prime contractor or as a subcontractor. 5. Contractors are asked to provide their preliminary teaming plans, which subcontractors they intend to use, and what efforts each subcontractor would be contracted to accomplish. 6. Respondents are reminded to properly mark any proprietary information. 7. Contractors are encouraged to submit feedback/questions to the Government in order to further clarify requirement.
