Description
This acquisition is fixed price procurement. Description of Work: This is a Beachfill/Beach Replenishment/Dredging project.This contract will consist of placement of sand on Bethany Beach/South Bethany Beach, Rehoboth Beach/Dewey Beach and Fenwick Island. (a) Contract may include a base contract and twelve options. (b) Base work shall include the following: Bethany Beach/South Bethany Beach, placement of approximately 310,000 cubic yards of sand covering a total of approximately 11,000 linear feet of beach; Rehoboth Beach/Dewey Beach, placement of approximately 270,000 cubic yards of sand covering a total of approximately 13,200 linear feet of beach; Fenwick Island, placement of approximately 260,000 cubic yards of sand covering a total of approximately 6,500 linear feet of beach; and construction of dunes, planting of dune grass, repair of sand fence and dune crossovers (pedestrian, vehicle and handicap). (c) Option 1 shall include the placement of approximately 26,000 cubic yards of sand along Bethany Beach/South Bethany Beach. (d) Option 2 shall include the placement of approximately 40,000 cubic yards of sand along Bethany Beach/South Bethany Beach. (e) Option 3 shall include the placement of approximately 50,000 cubic yards of sand along Bethany Beach/South Bethany Beach. (f) Option 4 shall include the placement of approximately 50,000 cubic yards of sand along Bethany Beach/South Bethany Beach. (g) Option 5 shall include the placement of approximately 25,000 cubic yards of sand along Rehoboth Beach/Dewey Beach. (h) Option 6 shall include the placement of approximately 50,000 cubic yards of sand along Rehoboth Beach/Dewey Beach. (i) Option 7 shall include the placement of approximately 50,000 cubic yards of sand along Rehoboth Beach/Dewey Beach. (j) Option 8 shall include the placement of approximately 60,000 cubic yards of sand along Rehoboth Beach/Dewey Beach. (k) Option 9 shall include the placement of approximately 25,000 cubic yards of sand along Fenwick Island Beach. (l) Option 10 shall include the placement of approximately 25,000 cubic yards of sand along Fenwick Island Beach. (m) Option 11 shall include the placement of approximately 35,000 cubic yards of sand along Fenwick Island Beach. (n) Option 12 shall include the placement of approximately 44,000 cubic yards of sand along Fenwick Island Beach. (o) Government-furnished offshore borrow area available for use under this contract is Fenwick Island Borrow Source located approximately 3 miles off Fenwick Island. All work material shall be pumped from this offshore and all material shall be obtained from this approved location only. The completion time is 240 calendar days. The magnitude of construction is between $10,000,000.00 and $25,000,000.00 The NAICS Code for this project is 237990 and the small business size standard is $20 million. Issue date is on or about 22 April 2013 with a bid opening date of on or about 22 May 2013. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $100,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration database as required by DFARS 204.7300. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents required to be submitted. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Liquidated damages will be specified. This procurement is advertised as Unrestricted.
