Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Research Institute of Environmental Medical (USARIEM) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Scarborough Orienteering, LLC, 19132 Huntington St. #C7, Huntington Beach, CA, for the procurement of SPORTident timing gates. Specifically, the government will purchase the following items for precise monitoring during field studies: SPORTident Air+ quote mark Touchless quote mark timing gates: twenty four (24) SI-Active Card - Orienteering Model (SIAC1-O); forty (40) BSF11-large touchless SPORTident control stations; and forty (40) BSF11 mounting stands SPORTident quote mark Conventional quote mark timing administration units: four (4) BSF8-DB Control Station; one (1) BSM7-USB Master for SI-Card download to computer for analysis; and one (1) event management software license These systems will specifically (1) allow the end user to provide the total elapsed time for each participant as well as their split times for as many as 10 subordinate parts of each performance event. (2) Be expandable by adding more timing gates or controls to the system. (3) allow the ability to operate both in circumstances where a computer is used to collect and manage the timing data and also when a computer is not available. (4) Be configurable to be used in either a Touch configuration (participants touch their data logger to the timing gates to records their timing data) or in a Touchless configuration (participants time logged when they pass within 10 feet of a timing gate). (5) Be battery powered and come with battery chargers for any devices in the system such as printers or any data reduction devices. (6) Accommodate both sequential and mass starts for events. (7) Simultaneously time multiple participants. (8) Redundantly log the times of participants to provide a backup in the event of equipment failure. (9) include RFID chips, used to record the timing data, that are reusable and re-assignable for use in recording data from many participants. (10) include weatherproof devices for recording quote mark split times quote mark. (11) Be battery powered to allow their use outdoors in all weather and in remote locations. The North American Industry Classification System (NAICS) for this requirement is 339920 and the size standard is 500 employees. This NAICS will replace the previously listed code of 423910. This announcement constitutes the only notice by the government; a written solicitation will not be issued. All sources that believe they are eligible to provide these items must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark.
