Parekh, Contracting Officer, (301) 975-6984 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Dana Rae Graham, Contract Specialist, with copy to Andrea Parekh, Contracting Officer. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is unrestricted and all vendors may submit a quote.*** ***The National Institute of Standards and Technology is seeking to purchase a Computer-controlled potentiostat/galvanostat for thin-film batteries and electrochemical measurements.*** ***All interested Contractor's shall provide a quote for the following: Line Item 0001: A computer-controlled potentiostat/galvanostat that must meet the attached minimum requirements. Minimum Requirements for a Computer-controlled potentiostat/galvanostat for thin-film batteries electrochemical measurements are as follows: Background The Materials Science and Engineering Division of the NIST has the mission of promoting U.S. innovation and industrial competitiveness in the development and use of materials by advancing measurement science, standards, and technology. The Division's Energy Storage program is developing electron microscopy methods to study in situ operation and processes occurring in Li-ion batteries. The Materials Science and Engineering Division requires a multichannel computer-controlled potentiostat to test and evaluate thin film-based all-solid batteries. The thin film batteries are fabricated by Pulsed Laser Deposition (PLD) as a part of the project and require immediate electrochemical evaluation. These electrochemical measurements include open-circuit voltage, specific capacity, cyclic voltammetry, charge and discharge characteristics, overcharge reactions, complex impedance plot. The Contractor shall provide a high performance, research grade computer-controlled multichannel potentiostat/galvanostat/EIS analyzer that must meet the following minimum requirements: Minimum Requirements 1.Must have four (4) or more channels. 2.Must have at least these Control Modes: Potentiostat, Galvanostat, Coulometer, Impedance analyzer. 3.Must be Portable 4.Must have Built-In EIS (Electrochemical Impedance Spectroscopy) with a range of 10µHz to 7 MHz. 5.Must have a DSP (Digital Signal Processing) Mode 6.Must have Ethernet communication on a Local Area Network to allow multiple users without impeding on co-users experiments. 7.Capable of 2,3,4 and 5 terminal measurements. The 5 terminal measurements permit the simultaneous measurement of the RE-CE voltage to obtain greater information on anode/cathode systems such as batteries. 8.Potentiostats and their controlling software must use control loop algorithms to measure and correct for uncompensated resistance. 9.Must have self-calibration routines via built-in calibration board and software routines. 10.Any two channels must have the capability to be configured and used as a bi-potentiostat. The two channels must operate independently but must be able to synchronize with a common technique. 11.Must be able to control additional equipment via additional I/O interfaces: external signal input, analog voltage output, analog current output, auxiliary A/D input, and digital I/O connector. 12.Must be able to be installed at NIST by NIST personnel without the aid of technicians. 13.PC, software, and USB/LAN cable must be included. 14.Electrochemical Impedance Spectroscopy must have: a. Frequency Range: 10 μHz - 7 MHz; b. Max AC Amplitude: 1700 mV rms c. Min AC Amplitude: 70 μV rms d. Single sine and multi-sine techniques must be available for use. 15.Voltage controls must have a.Ranges adjustable from ±10 V down to ±30 mV b.DC level shift ±10 V, 300 μV resolution c.Accuracy < ±1 mV ±0.03% of setting d.Lowest resolution 1 μV 16.Voltage measurements must have a.Ranges ±10 V, ±5 V, ±2.5 V, ±250 mV, ±25 mV DC level shift ±10 V, 300 μV resolution b.Accuracy (DC) < ±1 mV ±0.03% of reading c.Less than or equal to a maximum resolution < 0.0033% of range Bandwidth (-3 dB) 8 MHz d.Filtering 50 kHz, 1 kHz and 5 Hz, low-pass 4 poles Sallen-Key filters e.Data sampling 1,000,000 samples/second 17.Current controls must have a.Ranges ±500 mA, ±100 mA, ±10 mA, ±1mA, ±100 μA, ±10 μA, ±1 μA b.Accuracy less than or equal to < ±0.1% of range ±0.03% of setting c.Resolution 0.0033% of range d.Current boosters of 1, 2, 4, or 10 Amps e.Low current option per potentiostat channel allowing for current resolution down to 76 aA: i.Greater than or equal to >1014 Ohms input impedance ii.Less than or equal to <1pA bias current (300fA typical) 18.Current measurements must have a.Ranges ±500 mA, ±100 mA, ±10 mA, ±1 mA,

The Government will take up to 30 days to complete acceptance testing of system and its components. The warranty shall begin after Government acceptance of the system and its components. DELIVERY: Delivery shall be provided not later than 60 days after receipt of an order. Delivery shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. All Quoters shall submit the following: 1) A quotation which addresses all of the above line items; 2) Technical description and/or product literature; 3) Description of commercial warranty; 4) Most recent published price list(s)*** 5) In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: All quotes shall be received not later than 12:00 PM local time, on May 13, 2013, via FBO.
