- PLEASE NOTE THE RESPONSE DATE LISTED WITH THIS PRE-SOLICITATION NOTICE IS NOT THE ACTUAL DUE DATE - THE ACTUAL DUE DATE WILL BE STATED IN THE SOLICITATION. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide and deliver potable bulk water to a drinking water treatment, storage and distribution facility located at Fort Devens South Post Training Area 9A in Lancaster, Massachusetts. The contractor must be a Massachusetts DEP (MADEP) approved Emergency Bulk Water Provider as listed on the official MADEP website (http://www.mass.gov/dep/water/drinking/bulkvend.htm) and as regulated under 310 CMR 28 et. seq. Deliveries of up to 18,000 gallons are to be made on-demand from the Contracting Officer and are to be delivered within 72 hours. This time includes weekends and holidays; Deliveries are not required on weekends or holidays. The minimum delivery size is 6,000 gallons. The bulk water will be measured in gallons. The Fort Devens Water Operator will receive, sample, and test the delivery. Coordination with the Fort Devens Water Operator is required 24 hours prior to the delivery. The target start date is 1 Jun 13. This is a commercial acquisition. This solicitation is a request for quote and is issued as a total small business set aside with a primary North American Industry Classification System (NAICS) of 312112 and a size standard of 500 employees. Prospective contractors must be registered on the System for Award Management (SAM). The entire solicitation will be made available on or about 1 May 13 via Army Single Face to Industry (ASFI) Acquisition to Business Website located at https://acquisition.army.mil. The required response date will be stated in the solicitation. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a DUNS number and register in the SAM in order to transact business with the government...
