Description
Notice of Intent The US Securities and Exchange Commission, Washington, DC intends to award a sole source purchase order to A.M. Best Company, Inc., 1 Ambest Rd, Oldwick, NJ, 08858. The period of performance will be as follow: Base Period - June 1, 2013 through May 31, 2014; provide data from January through December 2012 Option Period I - June 1, 2014 through May 31, 2015; provide data from January through December 2013 Option Period II - June 1, 2015 through May 31, 2016; provide data from January through December 2014 Option Period III - June 1, 2016 through May 31, 2017; provide data from January through December 2015 Option Period IV - June 1, 2017 through May 31, 2018; provide data from January through December 2016 The contract will result in a firm fixed price purchase order to provide the Commission with data on insurance company portfolio holdings as disclosed in the annual and quarterly Schedule D statements of insurers in the U.S. Property/Casualty and Life/ Health markets; data shall be provided in a structured database via DVD. The A.M. Best database enables download of the entire universe of firms, identifies and filters out data errors, and matches Schedule D information to each firm's financial statements; which allows for the linking of the individual firms belonging to the same parent company. This complied data is provided in the format required for the Commission's economic analysis. A.M. Best will provide the following data throughout the five (5) year POP as follows: - Schedule D Part 1 - All long-term bonds owned as of period end date - Schedule D Part 2 - All preferred stock owned as of period end date - Schedule D Part 3 - All long-term bonds and stocks acquired during the period date - Schedule D Part 4 - All long-term bonds and stocks sold, redeemed or otherwise disposed of during the period date - Schedule D Part 5 - All long-term bonds and stocks acquired and disposed of during the period date - A.M. Best Statement files - Financial statements from state insurance regulators as originally filed, and linked to each firm's Schedule D information The Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice. Any responses to this notice of contract action shall be submitted to Ms. D'Jaris Gladden, via electronic mail @ GladdenD@sec.gov no later than 12:00 PM, EST, Monday, May 6, 2013.
