- This is a SOURCES SOUGHT notice. Please note that this is not a request for proposal (RFP) or bids, and the Government is seeking information for market research purposes only. No solicitation document is available and no other information pertaining to project scope, timeline, etc. is available at this time. Any request for assistance with submission or other procedural matters shall be submitted via email only. Additional information about this project will be issued on the Federal Business Opportunities website http://www.fbo.gov once available. The Department of Interior, National Park Service, Intermountain Region, Northern Rockies Major Acquisition Buying Office is issuing this Sources Sought to identify potential small, bondable, and experienced businesses such as: (1) Service-Disabled Veteran Owned Small Businesses (SDVOSB): (2) Veteran Owned Small Businesses (VOSB); (3) 8(a) contractors, (4) HUBZone Small Businesses, (5) Women Owned Small Businesses (WOSB), (6) Small Business, etc, that are capable of meeting these construction requirements and maintaining the required bonding capability. This project consists of the rehabilitation of Yellowstone National Park's Albright Visitor Center (AVC). Work on this 15,400 square foot historic structure includes bat guano and lead paint abatement, demolition, seismic upgrades, new and restoration stonework, new HVAC, plumbing and electrical systems, new phone and data systems, a new fire suppression system, a new elevator, life safety upgrades, clay tile roof replacement, exterior window repairs, new entrance roof, site utilities upgrades, irrigation system modifications, and construction of new spaces within the existing building. The magnitude of this construction project is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, small business size standard of $33.5M in average annual receipts for the preceding three years. Interested firms must be registered in SAM.gov and qualified as a small business under this NAICS code. Qualified small business firms (service disabled veteran owned businesses, veteran owned businesses, HubZone firms, Woman Owned, 8a firms, etc) are encouraged to respond. The performance period of this work will be 545 days. The response to this notice shall be in summary format and shall not exceed two (2) pages. Include the following: 1. Company name, DUNS number, social economic category (small business, SDVOSB, 8(a), etc.), address, point of contact, telephone number and email address. 2. Bonding capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 3. If available, list the last three construction projects completed in the last 5 years of similar size and scope to include contract number, award date, dollar value or range of contract amount, project location, and point of contact. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. There is no guarantee, expressed or implicit, that market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award or acquisition strategy. Responses must be received by 4:00 PM MT on May 10, 2013 via email to the Contract Specialist at Martin_Hauch@nps.gov, PLEASE REFERENCE SOURCES SOUGHT: Project Albright Visitors Center IN THE SUBJECT LINE or cover sheet. Respondents will not be contacted regarding their submission or information gathered as a result of this Sources Sought notice. Interested firms shall be required to respond to additional announcements separately from this announcement without further notice from the Government when posted to the FBO website at http://www.fbo.gov. The formal solicitation will be issued at a later date by a separate announcement on the Federal Business Opportunities (FBO) website. The FBO website is the only official site to obtain these documents.
