Description
NASA/JSC has a requirement for five Distributed Impact Detection System (DIDS) sensor units and associated hardware. DIDS is a proprietary system developed by and only available from Invocon, Inc. NASA plans to test expandable space habitat technology on the International Space Station (ISS).Instrumentation is required to monitor for vibration or displacement-type events on the interior surfaces of the module, which may provide an indication of an impact event. DIDS has unique characteristics which include the ability to interface with existing piezoelectric accelerometers in NASA's possession and to monitor for vibration events while in an extremely low-power mode. Additionally, the DIDS will use a battery configuration based on a design and battery cells previously certified for flight. NASA has already certified a variation of DIDS which is currently on ISS, and this is expected to realize significant cost and schedule savings compared to certifying an alternative system. NASA is already in possession of DIDS hardware from prior projects. Some cost savings is expected to be realized by NASA by procuring the DIDS system compared to an alternative in that this additional hardware will not need to be purchased. NASA/JSC intends to purchase the items from Invocon, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 16, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
