Department of Veterans Affairs Veterans Health Administration Office of Informatics and Analytics May 1, 2013 VA701-13-I-0174 REQUEST FOR INFORMATION - SOURCES SOUGHT NOTICE PATIENT CARE SATISFACTION SURVEYS INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced, and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. PURPOSE: Support to the Veterans Health Administration (VHA), Department of Veteran Affairs, in the delivery of two measurements of satisfaction of veterans with VHA's Outpatient and Inpatient Care, utilizing the American Customer Satisfaction Index (ACSI) methodology. OBJECTIVES: 1.BACKGROUND: The contractor shall collaborate with the management of VHA in developing an econometric model based on the ACSI and customized for veterans using VHA's Outpatient and Inpatient Care. The model will include three main components: relevant activities in each area that drive customer satisfaction, satisfaction itself, and desirable customer behaviors/outcomes. The model will be designed to provide insights into the satisfaction of customers with the program, as well as their future behaviors. 2.PROJECT PLAN: The contractor shall provide a project plan within one week of the commencement of the agreement that will contain major milestones and anticipated completion dates (assuming there are no government delays). The contractor shall provide preliminary deliverables in accordance with the project plan that include Top Line Results and a Presentation/Results Briefing prior to the Final Report. 3.SURVEY QUESTIONNAIRES: To obtain data for processing by the model, the contractor shall prepare a survey questionnaire in collaboration with the VHA designated point of contact (POC), which will be designed to evaluate customers' experiences with the key drivers of customer satisfaction, overall satisfaction itself and future behaviors. Changes can be made to the model questions in the current survey. In addition, VHA may modify custom questions as necessary for drill-down and analytical purposes and include up to four open-ended questions in this part of the survey. The contractor shall obtain clearance from the Office of Management and Budget for this survey under the Paperwork Reduction Act. 4.DATA COLLECTION METHODOLOGY: VHA will be responsible for providing the contractor with an electronic file containing a current and accurate list of customers from which a random sample designed by VHA can be drawn by the contractor. VHA will be liable for any additional data collection costs resulting from an inaccurate or incomplete customer list. The list will be of sufficient size for reaching the targeted quota of completed surveys. The contractor shall contact VHA customers and conduct interviews by telephone. 5.ACSI DATA (SCORES AND IMPACTS) AND REPORTS: After conducting the interviews and collecting the data, the contractor shall tabulate and validate the data through the customized model to derive the ACSI scores and impacts, analyze the results, and perform necessary statistical reviews. After modeling and studying the data from the survey, the team will report its findings and develop recommendations for discussion with VHA and include them in a comprehensive report and presentation on customer satisfaction in electronic format. Finally, the contractor shall provide VHA with a file containing the raw data set for further in-house analysis. Interested contractors who are responsible and capable of performing this type of work are strongly encouraged to respond by the date specified. At this time, no acquisition strategy has been decided. SUBMITTAL INFORMATION Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 12 pages in length, single-spaced, with a 12-point font minimum. The Government will not review any other data or attachments that are in excess of the 12 pages. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following information: 1.Company name and address 2.Company point of contact name, telephone number, and email address 3.Company business size and status (i.e. Large Business, Small Business, Service Disabled Veteran Owned Small business, Woman Owned Small Business, etc.), the number of years in business, and affiliate information. 4.If the company holds a Federal Supply Schedule (FSS) Contract list the GSA Contract Number and relevant SINS. 5.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities, qualifications, and skills the company possesses to perform services described in the scope of the work. It is requested that the above information be provided no later than 3:00 p.m. Monday May 13, 2013. Responses should be emailed to Michelle Rhodes, Michelle.Rhodes@va.gov.
