- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation and the Government does not guarantee a solicitation will be issued. The Mission & Installation Contracting Command - Fort Sam Houston, is conducting market research in compliance with Federal Acquisition Regulations, Part 10. Market research is being conducted to determine whether or not any businesses are capable of providing this service at a fair and reasonable price. NAICS code is 561210 - Facilities Support Services. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This requirement will provide Base Operation Support Services (BASOPS) for the Presidio of Monterey Garrison (POM) in Monterey, CA; Defense Language Institute Foreign Language Center (DLIFLC or DLI) in Monterey, CA; Ord Military Community (OMC) in Seaside, CA; Defense Manpower Data Center (DMDC) in Seaside, CA; and Camp Roberts Satellite Communications Office (SATCOM) in Monterey County, CA. POM became a separate installation in October 1994 as a result of base realignment and closure actions that closed the former Fort Ord. It is home to the Defense Language Institute Foreign Language Center (DLIFLC). DLIFLC is the primary foreign language school for the Department of Defense (DoD). DLIFLC provides military service members culturally based foreign language education and training at a highly accelerated pace to meet foreign language training requirements, primarily within the DoD intelligence services. The OMC, a portion of the former Fort Ord, was retained by the Army. DMDC is located in the DoD Building on the OMC in Seaside, CA. DMDC is the DoD's human resource information source, serving as the authoritative source of information on over 42 million people now and previously connected to DoD. DMDC provides secure services and solutions to support DoD's mission, and is recognized as a world leader in identity management. SATCOM is located in Camp Roberts, a California Army National Guard Installation in San Luis Obispo and Monterey Counties, adjacent to the unincorporated community of San Miguel. Camp Roberts comprises 42,814 acres owned by the Department of the Army, licensed to the State of California, and operated by the California Army National Guard. SATCOM, an independent satellite communications facility situated in the middle of Camp Roberts, occupies 20 acres, and the Center for Interdisciplinary Remotely-Piloted Aircraft Studies (CIRPAS), part of the Naval Postgraduate School, owns and operates McMillan Airfield in the southwestern corner of Camp Roberts. This requirement is for BASOPS at POM, OMC, DMDC, and SATCOM. The work includes all services necessary to operate, maintain, inspect, and repair real property facilities at the various locations. The contractor is not responsible for Family Housing facilities located on these installations. The contractor provides materials, supplies, tools, supervision, labor, transportation, equipment, facilities (except those specified as Government-furnished) and any other items necessary to provide these services. The applicable Service Portfolio Group is Facility Related Services; the applicable Portfolio is Operation of Government-Owned Facilities; the applicable Product Service Code is M1PZ. The requirement will require the contractor to provide support in key functional areas including all operations, maintenance, repair, and associated support services requirements for the following: Water Lateral System Maintenance Wastewater Lateral System Maintenance Storm Water Collection and Drainage System Maintenance Street and Surfaced Area Maintenance Fire Alarms Operation and Maintenance Fire Sprinkler Systems Maintenance Elevator Maintenance Fencing System Maintenance Building, Structure and Facility Maintenance Air Conditioning Maintenance Generator Maintenance Other Municipal Services These functional areas will be maintained through a combination of both scheduled and unscheduled maintenance. For scheduled maintenance, the contractor schedules, manages and performs routine maintenance, including preventative or other scheduled maintenance and recurring services. For unscheduled maintenance, the contractor is responsible for performing individual instances of unscheduled maintenance work related to all functional areas. Unscheduled maintenance work is generated by service calls, which are received by the contractor's Service Order Desk or DPW's Business Operations and Integration Division (BOID). The National Defense Authorization Act (NDAA) for Fiscal Year 1995 (Public Law 103-337 Section 816) provided the Secretary of Defense with the authority to conduct a demonstration project at Monterey, CA, for purchasing Base Operation Support Services (BASOPS) from nearby municipalities. This legislation sought to address concerns with the quality and extent of BASOPS received after base realignment. The NDAA legislation permitted POM to obtain public works service from nearby municipalities for the aforementioned locations (POM, OMC, DMDC, SATCOM). These services have been provided by nearby municipalities for approximately the last 15 years at an annual cost of $3,000,000 to $5,000,000. The municipalities do not earn any fee/profit and are only reimbursed for costs incurred. As a result, it is not clear that a private firm could successfully compete on price with those municipalities for these services. Qualified businesses should submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. Only email communication is acceptable in response to this notice. Sources should include in their information a detailed capabilities statement stating their experience within the past three years of same or similar work described in this notice, a point of contact with a phone number and e-mail information, business status, business size based on NAICS 561210, and a positive statement of interest to submit a proposal. Additionally, interested firms should provide a comprehensive explanation as to how it would expect to compete on price with the municipalities that do not earn a fee/profit. If proprietary information is submitted, offeror must label all proprietary data accordingly. Additional industry comments and suggestions, and/or marketing materials are also welcome. The Government is providing with this Sources Sought Notice, a draft quote mark Presidio of Monterey (POM) and Satellite Communications Station (SATCOM) PWS quote mark (Enclosure 1), quote mark Defense Manpower Data Center (DMDC) PWS quote mark (Enclosure 2), and quote mark Scheduled Maintenance Historical Data from 6/1/2009 to 5/31/2012 quote mark (Enclosure 3). Based on the responses received, the Government may request additional information from interested firms that respond to this notice.
