Solicitation Number:Notice Type: VA257-13-I-0966Sources Sought Synopsis: Added: May 1, 2013 REQUEST FOR INFORMATION 1.Purpose: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a Request for Proposal, Solicitation, a Request for Quote, or an indication that the Government will award a contract for the items contained in this RFI. This notice is not to be construed as a commitment on the part of the Government to be award a contract, nor does the Government reimburse respondents for any costs associated with submission of the information being requested, or reimburse expenses incurred for responses to this RFI. Companies are encouraged to respond if they have the capability or capacity to provide the items and services identified attached draft Statement of Work (SOW). 2.Scope Of Work: The Contractor shall provide Clinical Reminders (CR) Professional and Technical Services to the VISN 17 CR Standards Group. Support provided shall include detailed CR Project Management, CR Operational Support including continuous assessment, CR maintenance, troubleshooting, and change control, Performance Improvement Support, Communication and Reporting Support and CR Training. The Contractor shall provide planning, guidance and oversight of the CR applications, for VISN 17 availability and release, and for implementation, testing, tracking and acceptance of VISN 17 Health Care System's (HCS) facilities. These services support both the VISN 17 CR Program and the VISN 17 Health Informatics Office (HIO). The contractor's responsibilities are to provide management, technical and communications support to activities of the CR program and the VISN 17 HIO, performed as implementation extensions and as functional extensions, as characterized herein. The contractor's major activities are: direct, day-to-day administration and detailed technical support for VISN 17's CR program management as well as communication within VISN 17 with CR related contractors in support of CR release and implementation and with VISN 17 facilities and CR related staff. In all of these activities, the contractor shall carry out direct, detailed, day-to-day activities, for the VISN 17 and its HCS Facilities. These services involve creation and organization of detailed and complex artifacts, such as step-by-step CR implementation plans, test plans, CR data specifications, meeting agendas and minutes, and tracking status of CR releases and implementations. The contractor shall maintain CR project artifacts on the VISN 17's CR SharePoint site. These activities are covered in the Objectives, under the principal Tasks, (1) Support CR Program Management, (2) Support CR Technical Management, and (3) Facilitate CR Communications. Tasks and Deliverables Task 1: CR Project Management and Operational Support. Support for VISN 17's CR program management for release and deployment of CR throughout VISN 17. During this period of performance, deployment shall be provided for VISN 17's four (4) HCS and its Facilities. Deliverables: 1.1: Plan and Direct CR Standards for Data, Releases and Configurations. Establish, maintain, and perform CR plans for development, integration, and delivery of standardized terminology and data; versions of CR and related components; CR operational infrastructure; and other configuration items required for VISN 17 CR standards, for availability of CR applications to VISN 17. 1.2: Plan and Oversee VISN 17 CR Implementation, Configuration and Operation. Plan and oversee implementation, operation and use of CR, including facility sequencing; installation and configuration; compliance with CR standards; testing and acceptance; training for use; management of use/operation/outage/restoration. 1.3: Plan VISN 17 Life-Cycle Program Management. Plan and oversee life-cycle program change management for implementation, operation, and use of CR by VISN 17/facilities. Extends from initial deployment of CR to CR life-cycle program management of implementation and configuration. 1.4: Manage, Review, Track, Report and Support Approval of CR Deployment. Plan and perform reporting of initial deployment of VISN 17/Facility implementations; track VISN 17/facility planned and actual implementation; facilitate review and approval processes for operation and use CR among VISN 17 and its HCS Facilities. 1.5: Manage Actions and Issues of CR Deployment. Collect, record, index, prioritize and manage actions, issues and risks, as sourced from program activities, from VISN 17 Facilities; facilitate management of actions and issues with CR related contractors. 1.6: Support Consolidation within VISN 17. Specify and document changes and extensions to CR policies and processes for governance and oversight of CR as a VISN wide system, to assure VISN 17 standards for CR data, interfaces and processes, to improve alignment within new models of care, and to heighten participation within clinical initiatives; perform in coordination with VANTHCS, CTVHCS, STVHCS, VATVCBHCS, OIT, CR related contractors and other organizations. 1.7: Program Management for Interoperation. Facilitate VISN 17 CR program management to plan, specify and prototype interoperation between CR and other programs. 1.8: Perform CR Engineering for Integration. Perform CR integration among clinical services with VistA, CPRS and other systems, including system interfaces, security, networks; perform with OIT, Clinical Services and CR related contractors. 1.9: Specify Configuration. Coordinate specification of CR versions, configurations and standard content; perform coordination between VISN 17 Facilities; provide CR guidance and plans for implementation and configuration, to support CR use; provide plans for testing and acceptance for CRs. 1.10: Specify Life-Cycle Technical Management. Plan and oversee technical coordination of CR releases and configuration for life-cycle change management of CR. Perform as technical management from initial deployment to life-cycle technical management of implementation and configuration. 1.11: Maintain Specifications for Approval Life-Cycle. Coordinate specification of review and approval for use of CR to incorporate configuration management and change management for the CR life-cycle. This extends from the initial CR planning to deployment, and throughout the CR lifecycle. 1.12: Manage CR Terminology and Data. Manage CR terminology and data in all clinical domains across VISN 17 for standardization and use of CRs, through modeling, management of representations, expert access to CR standards, performance of processes for new CR request, approval and release; specify, formalize and extend data architecture for CR. 1.13: Specify VISN 17 Implementation and Operations. Specify technical implementation, testing and operations for CRs at VISN 17 and its facilities, including implementation plans, system and operational specifications, interoperation with other applications, resources, plans, training, reporting; for performance by VISN 17, Facilities, OIT and CR related CR related contractors. 1.14: Specify Support and Continuity for VISN 17 CR. Specify CR policies, processes and plans to monitor and maintain CR functionality and provide continuity of CR operations at VISN 17 and its facilities, including monitoring of CR use and operation, support of CR users, CR error detection, error reporting, error management, contingency plans, and managed restoration of CR functionality. 1.15: Support Standardized Data and External Interfaces. Collect, record, index, develop and provide accesses to CR specifications, CR group activities, plans and documentation for standardized CR, specifically from VistA CPRS and other applications; for use in clinical decision support, administration, reporting, research, and other uses within VISN 17. 1.16: Technical Management for Interoperation. Facilitate technical management to plan, specify and prototype interoperation between CRs and Clinical users and their information systems. Task 2: CR Performance Improvement. Perform performance improvement activities on behalf of the VISN 17 HIO during CR life cycle activities including qualitative and quantitative development, monitoring and improving of CRs throughout VISN 17. Deliverables: 2.1 Qualitative Assessment and Improvement Develop, monitor, improve 2.2 Quantitative Assessment and Improvement Develop, monitor, improve Task 3: CR Communications and Reporting. Perform communications on behalf of the VISN 17 HIO during CR life cycle activities including planning, developing, testing, releasing and deployment of CRs throughout VISN 17. Deliverables: 3.1: Facilitate VISN 17 HIO Communications. Facilitate communication of the VISN 17 HIO with VISN 17 Facilities and Services on topics of CR management and use, with planning, management of agendas and participation, and minutes for VANTS/LiveMeeting and face-to-face meetings; and with forums and on-line documentation. 3.2: Facilitate VISN 17 HIO Communications for Review and Approval. Facilitate CR related communications among VISN 17 CR Stakeholders on review and approval of releases of CR applications, components and terminology. 3.3: Facilitate CR Communications for Life-Cycle. Facilitate communications with VISN 17 on CR strategy, planning, policy and other CR life-cycle topics, involving VISN 17 Facilities. 3.4: Facilitate CR Communications with Clinical Domain-Specific Groups. Facilitate communication by Clinical domain-specific CR user groups of VISN 17 participants through planning, management of agendas and participation, minutes for VANTS/LiveMeeting and face-to-face meeting, management of actions/issues, and forums and on-line documentation. An examples of a domain-specific user group is VISN 17- ¦..CR Standards Group. 3.5: Facilitate Vendor Communications. Facilitate communication of VISN 17 with CR related contractors, and including participation of VISN 17 and other VA/VHA organizations, on managing and technical content of vendor activities, schedules, products, releases, issue management, and CR other topics. 3.6: Maintain Contacts and Communications. Maintain contacts for VISN 17 participants and CR related contractors, and apply contacts in facilitating communications through meetings, forums, on-line reporting, email and other media. 3.7: Manage CR Program Documentation. Collect, record, index and provide access to documentation of knowledge and processes of CR, covering management, systems and CR uses at VISN 17 and at the VISN 17 Facility level, encompassing content from communications activities, reference documentation, FAQs and other representations of knowledge; maintain as a supplement to communications activities, and for direct access and use by CR participants. 3.8: Communicate Status. Collect, record and make available representations of the status of CR, at the VISN 17 and VISN 17/Facilities, covering management, issues and use. Task 4: CR Training. Perform communications on behalf of the VISN 17 HIO during CR life cycle activities including planning, developing, testing, releasing and deployment of CRs throughout VISN 17. Deliverables: 4.1: CR Fundamental Principles and Standards 4.2: CR Life Cycle Management and Quality Improvement 4.3: CR Advanced Super User and Administrator Training VA Review of Drafts and Deliverables: The Government will have 10 calendar days to review each response and draft and provide feedback and comments. The Vendor shall have 3 business days to incorporate the Government's comments and make appropriate revisions to their responses. The Vendors shall provide the revised version of each deliverable. Deliverables Due Date: All deliverables from Task 1 to Task 3 will be due as follows: "Monthly updates with on-going changes. "Monthly updates for additional CR activities. "Draft and complete plan covering current CR related contractors following initial release. DeliverableFrequency and Content 1Project Management and Operational SupportMonthly updates 2CR Performance Improvement. Monthly updates. 3CR Communications and Reporting. Weekly Meetings, Monthly Meetings, Quarterly Meetings, Annual Briefing 4CR Training. Monthly Training Sessions. Quarterly Reviews. Annual Summary Period of Performance: one (1) base year with four (4), twelve 12 month Option Periods. Place of Performance: The principle place of performance is at the at the Contractor's remote site. The contractor shall also be required to perform services at the Government's site at 5441 Babcock Road, San Antonio, TX, 78240 to attend Government meetings and or present the deliverables in this SOW such as recommendations for approval, technical reports and other instances such as portfolio/program reviews and meetings. a) Provision of Facilities - The Contractor shall provide facilities required to support staff assigned to this contract including network connectivity, office space, furniture, personnel support accommodations, etc. The Contractor shall provide contract staff with end user computing equipment including common desktop computing software and hardware to perform the required services. The VA shall provide VA specific software such as Virtual Private Network and SharePoint access. The VA shall provide access to VistA and CPRS. The Contractor shall not transmit, store or otherwise maintain VA sensitive data or products in systems or media other than VA provided systems within the VA firewall. Travel and Per Diem: Occasional travel may be required. Travel costs will be included in the task order award as a separate, cost-reimbursable, "not to exceed" line item. The contractor must obtain written approval from the VA CO and the COR before any travel begins, utilizing Attachment F, Travel Authorization Request. Travel and per diem expenses will be reimbursed on an actual expenditures basis in accordance with Federal Travel Regulations and FAR 31.205-46. Travel that occurs without written pre-approval will NOT be reimbursed. The contractor MUST use Attachment F for travel pre-approval. Other documents or e-mails will NOT be accepted as pre-approval. In order to be reimbursed for travel, the contractor shall submit supporting documentation as required by Federal Travel Regulations with invoices. Federal Travel Regulations require receipts for travel expenditures of $75.00 or more. Expenses for subsistence and lodging will reimbursed to the contractor only to the extent where an overnight stay is necessary and authorized by Federal Travel Regulations in effect at the time of the stay for the specific location. Local travel within a 50-mile radius from the contractor's facility is considered the cost of doing business and will not be reimbursed. This includes travel, subsistence, and associated labor charges for travel time. Travel performed for personal convenience and daily travel to and from work at the contractor's facility will not be reimbursed. Travel, subsistence and associated labor charges for travel time for travel beyond a 50-mile radius of the contractor's facility are authorized on a case-by-case basis and must be pre-approved by the CO and COR. CR contractors shall comply with the following metrics: i.Completeness: 100% of the deliverables shall provide all necessary elements or parts for each requirement. ii.Accuracy: 100% of the deliverables will be of condition or quality of being true, correct, or exact; and free from error or defect. Deliverables will function as intended, resulting in documents which can either be acted upon by VISN 17 staff or form the basis for action by VISN 17 staff. The final products shall require minimal changes/corrections and shall not be resubmitted for approval due to quality issues more than once. iii.Timeliness: All deliverables will be provided by date specified in the deliverable schedule. iv.Communication: Communication with client/customers is professional. All products are to be independently produced with minimal disruption to existing staff and/or director.
