Description
AMENDMENT: Questions to answers are as follows: QUESTION: The CLINS indicates a monthly rate that according to attachment 1 includes pricing for 2 inspections per unit per year and some of those units require calibration at that time. Is this correct? ANSWER: The equipment list should be used to reference the minimum number of times preventive maintenance and calibration should be performed to each piece of equipment. This does not include repairs or additional maintenance that might be required based on machine usage. Section C.3.1.1 requires the Contractor to provide all maintenance to keep the equipment in good operating condition. If a machine has no issues, and no necessary repairs, it must be calibrated and maintained in accordance with the equipment list. However, if a piece of equipment needs maintenance or repair in between what is stated on the equipment list, the Contractor is responsible for addressing those issues. These repairs can be performed by the contractor when maintenance is scheduled. QUESTION: Section C.1.5.6 indicates that the contractor needs to provide emergency repairs outside of PPM at no cost to the government. Is this supposed to be figured hourly or inside the monthly fee? ANSWER: Emergency repairs are not covered in this contract. The PWS has been updated to correct this. QUESTION: Section C.1.1 indicates place of performance as building 315 but section C.5.1 Indicates 315 and 937. ANSWER: Section C.1.4 states that the Place of Performance is quote mark Building 315, Aberdeen Proving Ground, MD, unless otherwise authorized quote mark. Section C.5.1 is correct in stating that the equipment resides in BLDG 315. We no longer have a weld shop at bldg 937. This will be updated in the PWS. QUESTION: Section C.1.6.2.1 indicates the contractors technicians shall be supervised by an AWS certified engineer, AWS welding inspector and educator. Does this mean that aside from the lead certified factory technician with 4 years of experience and a possible helper with 2 years of experience they (2 techs) need to be supervised by 1 AWS engineer and 1 AWS welding inspector/educator? This would be 4 men onsite at any point in time. ANSWER: Four men are not required on-site at all times. Based on the required task a technician and assistant might be all that is necessary. However, the technician and assistant should be under the supervision of a Contractor staff member with the appropriate AWS certifications. This staff member should also be available on-site when determined necessary by either the Contractor or COR. The Contractor should expect to have a supervisor on site approximately 10 hrs per month. QUESTION: What is considered preventative maintenance? No section completely spells out what you would like performed on the inspections. Section C.3.1.2 it states including but not limited to (a) complete inspection of instruments; (b) cleaning, (c) lubricating (d) adjusting, (e) replacing parts as necessary, and (f) calibration and testing for proper operation. If it is not limited to the above then what is it limited to? ANSWER: Preventive Maintenance includes any effort necessary to keep the listed equipment and any ancillary equipment attached to it in as close to new condition as reasonably possible and fully operational at all times. All maintenance, repair, and calibration work should be documented in accordance with section C.3.1.16. QUESTION: Section C.3.1.9 indicates the contractor shall perform calibration after repairs. If a repair is needed is it fulfilled by an hourly rate plus materials or inside the monthly CLIN rate? ANSWER: There will be no additional funding for hourly repair work. If a repair is needed, the Contractor is responsible for performing that repair at no additional cost above the monthly CLIN rate. The response date to this solicitation has been changed to 8 May 2013, 5:00 PM Eastern Standard Time. All other terms and conditions remain unchanged.
