Description
The US Geological Survey (USGS) has a requirement to contract with Microcom Design, Inc. to provide a requird Upgrade to the Geostationary Operational Environmental Satellite Data Collection System (GOES DCS) Emergency Data Distribution Network (EDDN) due to adoption of New GOES Data Collection Platform Radio Set (DCPRS) Standards. This upgrade will include CS2 Reception upgrades to all channels and DAMS-NT, DigiRIT DCS LRIT receiver, E and W Operation, and complete onsite installation and training at the USGS/EROS, 47914 252nd St., Sioux Falls, SD 57198. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Microcom Design, Inc. unless it is contacted by any vendor that believes it possesses similar technical expertise and necessary equipment; and can provide the same compatible product and service. Vendors are invited to contact the Purchasing Agent, Carolyn M. Hieb (chieb@usgs.gov) no later than 4 p.m. CST, May 7, 2013 with an affirmative answer. (The USGS considers employee signatures to be personal protected information, and therefore all employee signatures have been redacted. By posting the following document, the Purchasing Agent attests all appropriate signatures have been obtained.) JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1) The following information is provided to demonstrate the proposed contractor's unique qualifications: The EDDN receives vital data that is used to protect life and property throughout the Western Hemisphere. The USGS Water Science Centers are all connected to this receiving system to acquire real-time data to perform their mission. This Upgrade contract ensures a healthy operational system that needs to be available 24 x 7 x 365 and adheres to the DCPRS Certification Standards. Microcom Design Inc. is the only known vendor that can perform this Upgrade via installation of additional Microcom Design Hardware and Software. The receivers and demodulators used in the EDDN are their design and compatible with the existing Unit. They are not COTS radios but were purpose-built by Microcom engineers specifically for GOES DCS message reception. Market research was conducted by this PA last month (March 2013). Two other companies work in this sector of satellite telemetry receivers. Sutron Corporation and Signal Engineering produce receiver systems. However, their designs and software are radically different from Microcoms. They also do not have the system or operational knowledge of the Microcom receivers as this knowledge is proprietary information.
