- Attention: Funding for this requirement is currently not available but is anticipated for this fiscal year. In the event funding is not received the solicitation will be cancelled and no award will be made. Forest Service Road (FSR) 29, M.P. 9.2, Culvert Replacement. The Olympic National Forest intends to acquire by contract installation of an 84-inch diameter, structural plate, pipe arch on FSR 29, at M.P. 9.2. Project work consists of the following major items of work: removal and disposal of the existing culvert; excavation of new stream channels; clearing and grubbing; haul of excavated material and borrow; seeding and mulching. This project is located on the Pacific Ranger District of the Olympic National Forest: Sections 2, Township 28 N, Range 12 W, W.M., near Forks, Washington. It may be reached by traveling north from Forks, Washington, on HWY 101 for approximately 2 miles to Forest Service Road (FSR) No. 29. Proceed on FSR 29 for 9.22 miles. Period for performance is from date of award to August 15, 2013. Project Manager is Mr. Kevin Gu, 360-956-2415. The Forest Service will proceed to issue a solicitation as a Request for Proposals (RFP) on or about MAY 13, 2013. This acquisition is 100 percent set-aside for small business concerns. The Forest Service will award a firm fixed-price contract to that responsible Offeror whose proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be the best value to the Forest Service. Offers will be evaluated based upon: price; experience, past performance, managers & subcontractors, price realism, and a Level of Confidence Assessment Rating (LOCAR). The government estimated value is between $150,000 and $250,000. A bid bond is required. Performance and payment bonds are required for this project. Davis-Bacon wage rates apply to any resulting contract. The proposed contract-type is firm-fixed price. All responsible sources may submit an offer which will be considered by the government. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of a contract. Lack of registration in the SAM on the part of the offeror will render an offeror ineligible for award.
