Vendor shall have at least one factory-certified installer available. The use of sub-contractors is not acceptable.(This can probably be combined with the previous paragraph) 2.Parts: Contractor shall furnish all necessary parts as required to install Novus Audio NC system, including quoted specialty cabinets. All parts supplied shall be Original Equipment Manufacturer (OEM) and compatible with existing equipment. Contractor shall use new parts. 3.Training: Contractor shall provide In-Service Training. Training shall include necessary user manuals, with one in-service per year, at no additional charge. Contractor shall provide Factory Training at the manufacturer facility scheduled on an as needed basis. 4.Service Call: Contractor personnel shall schedule with the Biomedical Engineering Technician in charge of the equipment. Service must be offered 24 hours a day, 7 days a week with a 4-hour response time for system failures. 5.Warranty: Full 5 year warranty on all equipment shall be provided, with one year on labor. Pillow speakers and light bulbs will be guaranteed for 60 days. 6.History: The manufacturer shall have at least three installations of comparable systems and will supply a complete list of references with the proposal. 7.Documentation: Contractor shall provide individual service reports that reference services performed on the equipment at the conclusion installation. All Reports will be emailed or mailed. 8.Contractor Qualifications: Contractor personnel shall be trained and qualified to install all components of the Novus Audio NC system or equal. Contractor personnel shall provide proof of successful completion of training and certification, upon customer inquiry. 9.ID Badges, Parking, and Smoking Policy: 9.1.Badges: All Contractor personnel shall wear identification (ID) badges when on VA property and surrounding grounds. Contractor ID badges must have an identification picture, name of the individual and the represented company depicted on it. VA badges will also need to be worn while on VA grounds and should be obtained through the VA Police or Information Desk. 10.Parking on VA grounds: Contractor personnel shall park only in designated parking areas. Parking information is available from the VA Police Service. The VA will not invalidate or make reimbursement for parking violations of Contractor personnel under any circumstances. 11.Smoking: Smoking is not permitted within or around the VA Healthcare System facilities, except in designated areas. 12.Hours of Performance: All services shall be performed during normal working hours of coverage from 8:00 am to 4:00 pm as scheduled with the Biomedical Engineering Department. Automatic Tracking System 1.55.For all line items concerning the Automatic Tracking System or equal must include the following: 1.55.1.Automatic tracking systems consist of a small, lightweight badge that emits invisible, digitized Ultrasound light with a unique identification code. The code is received by sensors and relayed to the nurse call system master station, where the badge's location is displayed. When a staff member wearing a badge enters a patient's room, the dome light indicates staff presence by illuminating the appropriate lamp. Routine patient calls are automatically canceled when the correct staff level enters the patient's room. The nurse call master station has automatic location features such as low battery indication and badge log file. Instant voice communication to staff members using a location badge is also possible. Staff location information can be stored in the reporting database to produce productivity reports that includes staff member's name, location, and response times on all patient calls. 1.55.1.1.The nurse call system can receive information from the hospital's Admit-Discharge-Transfer (ADT) system in real time. 1.55.1.2.The nurse call system is capable of receiving the information in a variety of formats, including HL7. 1.55.1.3.The nurse call system receives the information through a serial or Transmission Control Protocol/Internet Protocol (TCP/IP) connection. 1.55.1.4.No filtering is required by the ADT system. Pager shall give a separate and distinct code blue tone, and shall indicate room number of code call, and state "Code Blue" in plain English format on pagers. 2.1.3.9.Ability to have patient calls routed directly to the staff member(s) assigned to the patient. The nurse call system will continue to indicate the call until the assigned staff member cancels the call in the room or the patient call is answered at the master station. The pager shall give routine call indication and indicate room and bed number of the call, as well as "patient need" in plain English format on format. 2.1.3.10.If the radio page feature is placed in "Auto-Page" mode, all levels of call go directly to the pager(s) assigned to the bed placing the call. Hospital must have the ability to determine which level(s) of calls go to any or all of the pagers assigned to the bed. 2.1.3.11.When a patient service request is re-called from the service mode, a second page is sent to the pager assigned to that specific bed. The pager will give a general call tone and re-indicate room and bed number. 2.1.3.12.Pager assignments are easily made and/or displayed from any nurse call master in the system. Hospital has the ability to assign levels of call to individual pagers. 2.1.3.13.Ability to have bathroom emergency calls go directly to the Registered Nurse (R.N.) assigned to that room by simply pulling the bathroom emergency call cord. The pager will sound an emergency call and indicate room number, and shall state "Bathroom Emergency" in plain English format on pagers. 2.1.3.14.The system is capable of placing unlimited timed auto-pages, programmed as needed at the master station. These pages can be sent automatically at specified times and days. 2.1.3.15.In the event that a patient call is re-called in excess of two times (number of re-calls to be programmable by hospital) without the proper level of staff entering the room, a page can automatically be sent to the Supervisor's pager. An emergency tone on the pager shall alert the Supervisor of a problem, and the pager will display the room and bed number of the patient needing assistance. 2.1.4.Ability to interface with hospital's Philips telemetry system. 2.1.5.Ability to interface with hospital's Hill Rom and Sizewise side rail bed communications 2.1.6.Ability to interface with hospital's Carefusion Infusion Pumps 2.1.7.Ability to interface with hospital's Puritan Bennett ventilators. 3.System must be able to provide productivity reports that includes the following information: 3.1.1.Provides a recap of all events associated with a bed, patient, staff member, patient request and response time. If a hospital has multiple floors or wings with independent Distribution Panels, the system can be configured to use a common database. A report can be generated for one or multiple Distribution Panels. 3.1.2.Provides total number of calls in report, percentage of calls of this type that were answered on time, total number of recalls, percentage of calls that recalled, total number of calls for all types, total number of recalls for all types, overall percentage of calls that recalled, percentage of calls answered per staff member 3.1.3.Staffing reports must include: 3.1.3.1.Staff member name 3.1.3.2.Staff level 3.1.3.3.Shift(s) assignment 3.1.3.4.Team(s) assignment 3.1.3.5.Bed/Patient assignments 3.1.3.6.Pager number assigned 3.1.3.7.BadgeSupervisor status 3.1.4.Patient reports must include: 3.1.4.1.Patient name 3.1.4.2.Patient priority status 3.1.4.3.Patient age 3.1.4.4.Patients admit date 3.1.4.5.Bed 3.1.4.6.Patient gender 3.1.4.7.Status 3.1.4.8.Staff assignments 3.1.4.9.Reports must be able to be sorted by any of the listed fields 3.1.4.10.Built-in Log file reports all activity on a master station for a specified day. The Log file stores information for 90 days (END OF SALIENT CHARACTERISTICS) (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) VAAR 852.211-73 Brand Name or Equal (Jan 2008) (a) If items called for by this invitation for bids have been identified in the schedule by a "brand name or equal" description, such identification is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. Bids offering "equal" products (including products of the brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the bids and are determined by the Government to meet fully the salient characteristics requirements listed in the invitation. (b) Unless the bidder clearly indicates in the bid that the bidder is offering an "equal" product, the bid shall be considered as offering a brand name product referenced in the invitation for bids. (c) (1) If the bidder proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the space provided in the invitation for bids, or such product shall be otherwise clearly identified in the bid. The evaluation of bids and the determination as to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the bidder or identified in his/her bid as well as other information reasonably available to the purchasing activity. CAUTION TO BIDDERS. The purchasing activity is not responsible for locating or securing any information that is not identified in the bid and reasonably available to the purchasing activity. Accordingly, to insure that sufficient information is available, the bidder must furnish as a part of his/her bid all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to: (i) Determine whether the product offered meets the salient characteristics requirement of the Invitation for Bids, and (ii) Establish exactly what the bidder proposes to furnish and what the Government would be binding itself to purchase by making an award. The information furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity. (2) If the bidder proposes to modify a product so as to make it conform to the requirements of the Invitation for Bids, he/she shall: (i) Include in his/her bid a clear description of such proposed modifications, and (ii) Clearly mark any descriptive material to show the proposed modifications. (3) Modifications proposed after bid opening to make a product conform to a brand name product referenced in the Invitation for Bids will not be considered.
