Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. MARKET RESEARCH: The Government is seeking information from vendors of command and control (C2) software for multisensor persistent surveillance systems. The C2 software will need to manage a distributed persistent surveillance system consisting of multiple networked operator posts and multisensor nodes. Each multisensor node will consist of several sensors such as EO/IR sensors, SWIR sensor, ground surveillance radar (GSR) sensor, SAASM-compliant GPS, north-finding sensor, a means of target geolocation such as a laser rangefinder, connectivity to remote unattended ground sensors (UGS), unmanned aircraft system (UAS) video feed receiver, special-purpose sensors, and so forth. Each operator post shall be able to control, as well as receive/view the output of all the sensors located on all of the networked multisensor nodes. At a minimum the C2 software should include the following features: A plug-and-play type of adaptability with respect to the addition of supported sensors Operator sensor selection for viewing, configuration, and control Sensor selection contention control among multiple operator posts Auto-discovery of new operator posts Comprehensive operator interactive map/Geographic Information System (GIS) display of terrain, landmarks, targets, areas of regard and fields of view (FOV) for individual sensors, areas in/out of defilade, and so forth, utilizing standard military symbology/icons, with both latitude/longitude and Military Grid Reference System (MGRS) coordinates Contact (target) detection coupled with information generation, map display, data storage, and data retrieval Ability to geolocate and geoemplace contacts Semiautomatic sensor slew-to-cue triggered by operator(s) manually generated/entered contacts Automatic sensor slew-to-cue triggered by contacts detected by other sensors Full-motion video management and storage with operator and sensor metadata multiplexing System diagnostics and diagnostics visualization Voice over internet protocol (VOIP) connectivity between operator posts Chat ability between operator posts with GIS functions integrated Ability to comply with DoD information assurance certification and accreditation requirements; specific identification of which interoperability and sensor interface standards are supported. Submission of information regarding additional C2 software features is encouraged. These additional features may include but should not be limited to: Improved/augmented/semi-automatic sensor slew-to-cue control by operator; e.g., via cursor on map or via cursor on full motion video display Automatic contact tracking Clutter control; operator-settable false-positive rejection filter Contact feature extraction and classification/recognition Generation of a common representational format among multiple sensors Situation/threat assessment Advance sensor automatic control algorithms System database mining and knowledge discovery Improved or more flexible approaches to inter-node/operator post networking Approaches to reducing operator overload/fatigue Ability of operator to customize GUI per mission demands Operator cognitive aids and decision-making tools Protection against multisensor system cyber attack vectors.
