Description
The Air Force Research Laboratory's (AFRL) Directed Energy Division, Optical Radiation Bioeffects Branch (711 HPW/RHDO) is unique in the Department of Defense because it brings together in one organization the physical, biological, behavioral science and engineering disciplines with specialized facilities to address most aspects of the human response with optical sources in Air Force combat operations. Due to this laboratory's focus on man as an intrinsic part of the weapon system, the laboratory is often tasked from other customers to evaluate the human aspects of their systems. Collaboration through Optical Radiation Bioeffects and Safety (ORBS) contract, AFRL must respond with technical solutions and programs that address the customer's technical requirements. Optical radiation technologies, with potentially serious hazards to aircrews, are being incorporated in many operational systems. Beyond today's target designator, rangefinder, and beam-rider systems are dedicated laser systems capable of jamming and damaging both eyes and sensors. These systems have potential serious consequences for air missions, special forces operations, and security of high-value targets in both US and allied countries. In turn, similar systems can be utilized to enhance the warfighters'/peacekeepers' flexibility by allowing them to respond with non-lethal methods. In conjunction with the ORBS contract, 711 HPW/RHDO and Project Reliance Units (Army Medical Research Detachment and Naval Medical Research Unit) perform basic research, exploratory and advanced development, and evaluation of protection to understand, mitigate, and exploit effects of optical radiation (ultraviolet, visible, infrared) devices and their countermeasures on DoD personnel and aerospace missions. 711 HPW/RHDO conducts research that advances the state of the art in understanding the interactions of optical radiation with biological systems; provides safety and protection consultation services to operational units and acquisition offices; establishes design specifications for systems developers; develops, and transitions personnel protection devices for occupational, and operational applications; and extends DoD capabilities in modeling and simulation of personnel susceptibility and mission planning involving directed energy (DE) weapons. Our Project Reliance colleagues explore technologies for: diagnosis and treatment of combat injuries due to optical radiation; improved methods of combat casualty care, including triage, diagnosis and treatment; and simulating laser injury to assess mission performance. Finally, 711 HPW/RHDO recommends new DoD and national safety standards for both laser and broadband sources, and participates in the creation and review of optical radiation safety standards (for both laser and broadband sources).
