Description

Synopsis: By way of this Market Survey/Sources Sought Notice, the Department of Veterans Affairs intends to determine the extent of capable Firms that are engaged in providing the services described hereunder. The responses to this Notice will be used for planning purposes for a possible upcoming procurement. Therefore, this Notice does not commit the government to contract for any engineering service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. In accordance with FAR 15.201(e), responses to this Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. GOVERNMENT REQUIREMENTS: The government has a need for architect-engineer (A/E) services to Upgrade Electrical in Building 200 at Edward Hines, Jr. VA Hospital, Hines, Illinois. Engineering and Design Services (NAICS 541330): This work may include preparation of drawings, specifications and cost estimates for all facets of work and trades necessary to possibly facilitate award of a construction contract in order to Upgrade Electrical in Building 200 at Edward Hines, Jr. VA Hospital, Hines, Illinois. Detailed inspection of the premises may be necessary to determine the needs and conditions for the design and plans. Construction period services, to include site visits during construction, may also be part of the scope. Services may involve expanding Building 202 main campus switchgear, install 5KV power lines, transformer, generators, and switchgear for Building 200. Asbestos and lead-based paint abatement may also be part of the project, if necessary. SCOPE OF INTEREST: The Department of Veterans Affairs is searching for firms that are interested in competing for all of the requirements of Engineering and Design Services described above. REQUESTED INFORMATION: Since this notice is being used to assess the extent of firms interested in fulfilling the government's requirements, this Agency requests that interested firms respond to the following questions/requests to assist the government in its efforts. 1)Interested firms must be located within two hundred (200) miles of the place of performance (Edward Hines, Jr. VA Hospital, 5000 South 5th Avenue, Hines, Illinois). 2)Is your company currently listed as a verified Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) in VetBiz? 3)In consideration of NAICS code 541330, with a small business size standard in dollars of $14.0 Million, which of the following small business categories is your business classified under? Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), 8(a) Business Development, HUBZone, Woman-Owned Small Business, or other Small Businesses. 4)Provide past performance relating to the information listed above under "GOVERNMENT REQUIREMENTS", including capabilities and experience with specializing in electrical design (including high voltage). For each project, include applicable information (pertaining to this Notice), description of work performed, and references. Please keep past performance information at not more than five (5) pages.
