Description

The Department of Veterans Affairs, Network Contracting Office 20 plans to issue a solicitation for the construction services for new access road segments at the Roseburg VA Medical Center located in Roseburg, Oregon. The project is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Size status of the successful contractor may be confirmed with the Small Business Administration prior to award. To be eligible to submit a bid the firm shall be registered with and will be verified with the Veterans Administration's Center for Veteran Enterprises (CVE) at www.vetbiz.gov. Firms not certified by the CVE as SDVOSB will not be considered. In accordance with VAAR 836-204 the magnitude range for the project is between $2,000,000.00 and $5,000,000.00. The North American Industry Classification System (NAICS) code is Highway, Street, and Bridge Construction 237310 and the small business size standard is $33,500,000.00 in average annual receipts. The work includes, but is not limited to, all necessary labor, management, transportation, and materials to build and construct three (3) new road segments totaling approximately 3200 linear feet in strict accordance with full design specifications and drawings. Work includes, but not limited to; removing existing trees, shrubs, grass, curbing, and asphalt located inside the perimeter work area; locating, protecting, and maintaining existing sanitary sewer, natural gas, storm water, electrical, and other utilities that are to remain in service and are located either adjacent to or inside the perimeter of work area; locating existing public and private utilities (i.e. Avista Utility, VA owned) for location, and relocation of the existing utility in the work area; furnishing, placing and maintaining traffic control devices; furnishing, placing and maintaining erosion control measures; constructing general embankments and excavations; furnishing and installing storm sewer pipe, inlets, and catch basins; relocating fire hydrants; constructing concrete valley gutter, curb, gutter and sidewalks; constructing aggregate base and asphalt concrete pavement; constructing retaining wall; furnishing and installing electrical conduit, lighting pole bases, lighting poles, and luminaries; furnishing and installing painted permanent pavement markings; furnishing and installing permanent signing; furnishing and installing irrigation systems; furnishing and installing landscape and bio-retention rain gardens; performing additional and incidental work as called for by the specifications and plans; applying for, at contractor cost, required storm water discharge permits from Oregon DEQ. (1200-c). Solicitation package will be issued on or about May 10, 2013. No paper copies of the solicitation will be issued.
