- Form 1449 - Quotes Solicitation of Commercial Law Development Program, CLDP SA1301-13-RQ-0044 This is a combined synopsis/solicitation for commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and in the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SA1301-13-RQ-0044. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The full text of clauses referenced herein may be accessed electronically at http://www.acqnet.gov/far/. The NAICS code is 541100 LEGAL SERVICES. The Government shall award one fixed price to the Lowest Price Technically Acceptable type contract as a result of this RFQ. THIS IS NOT A SET-ASIDE Request for Quote. Section C STATEMENT OF WORK, April 2013. Commercial Law Development Program, CLDP has a mandate to conduct several capacity building programs focused on five interrelated domains: International Trade Law; its implications on trade negotiations; its implications on rules of origin; its implications on investment promotion, and its implications on international business transactions, in particular for international partnerships where one of the parties is a State-Owned Enterprise (SOE). As part of this process, CLDP is planning to add to its in-house resources an expert in the domains described above, who can help CLDP provide technical assistance to transitioning countries and who will also create pedagogical materials. Workshops on Commercial Diplomacy and World Trade (Georgia), CLDP will organize two workshops in the Republic of Georgia; one in the summer and one in the fall. The participants will be Georgian officials from several ministries. The programs will focus on trade dispute resolution and world trade law. a) Presence of the Contractor in Tbilisi, Georgia, to help CLDP conduct the workshops. b) In preparation for the workshops, assistance by the Contractor to help CLDP develop case studies and presentations. c) As a follow-up to the workshops, assistance by the Contractor to prepare summaries, written recommendations, and pedagogical materials contributing to sustainability. The duration of this contract is from date of award through 1 year. The Government contemplates award of a Requirements Contract, FAR 52.216-21, resulting from this RFQ. Vendor must be actively registered in the System for Award Management Registration, SAM, in accordance with 52.204-99. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued.
