- The Government intends to solicit as a Competitive Total Small Business Set-Aside procurement for the production, storage, and delivery of High Density, Synthetic Hydrocarbon Type Jet Propellant (JP-10), IAW MIL-DTL-87107E, dated 12 January 2012, NSN: 9135-01-048-5285 and Priming Fluid, Air Launched Cruise Missile / Air Cruise Missile (ALCM/ACM) Engine Propellant, Grade PF-1 (PF-1), IAW MIL-DTL-87173B, dated 13 February 1998, NSN: 9135-01-150-7862 delivered f.o.b. Origin into both bulk and drum quantities. Deliveries shall be made into Government-provided tanker trucks and contractor-furnished epoxy coat lined 55-gallon drums containing 54 gallons. The contract ordering period will be five years from 1 September 2013 - 31 August 2019 to include a line item for First Article Batch and sufficient plant retrofit time (4 months) for new industry entrants to compete successfully. Actual production of product will begin 20 January 2014. The offeror shall propose on the total number of estimated quantities projected by the Government for the five-year period, which is 645,125 gallons for JP-10 and 20,000 gallons for PF-1. Additionally, this procurement will include a requirement for the awardee to become a Defense Fuel Support Point (DFSP) for Bulk JP-10. As a DFSP, the contractor will provide bulk storage, and distribution of Government-owned JP-10 into Government provided conveyances while maintaining product on-specification at all times; and thereby, ensuring that DLA Energy has a contingency reserve so that DLA Energy customers have an uninterrupted supply of JP-10. The Government intends to award one Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Trade-Off Source Selection Process will be utilized in accordance with FAR 15.101-1.
