- Parts List Statement of Work The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a limited competition basis with Bell Helicopter Textron, Inc., Hurst, TX and their authorized distributor Red Barn Machine, Inc., Eugene, OR for the procurement of various pieces of Bell 407 Helicopter Peculiar Support Equipment (PSE) required for the initial outfitting, servicing and maintenance of the Vertical Takeoff Unmanned Aerial Vehicle (VTUAV) MQ-8C Fire Scout air vehicle. Contractor will provide materials and services as required to manufacture, assemble and produce the PSE. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. Bell Helicopter Textron, Inc. is the designer, developer, and Original Equipment Manufacturer (OEM) and is the only known source to have sufficient technical data to fulfill this requirement along with their authorized distributor, Red Barn Machine, Inc. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information as a result of the notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm.
