Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Data Analysis and Interpretation Branch (DAIB) plans to procure on a sole source basis with John Wiley and Son, 111 River Street Hoboken NJ 07030-5774 for supplemental publications services regarding a supplement to the Cancer Journal "Collaborating Staging and Its Effect on Cancer Registry Data: Information for data users on analysis and interpretation of registry data." This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 511120 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute's Division of Cancer Control and Population Sciences (DCCPS) both generates new knowledge and seeks to ensure that the products of cancer control research are effectively applied in all segments of the population. Central to this mission is the dissemination, development and improvement of cancer progress measures, in particular cancer survival. The National Cancer Institute's Division of Cancer Control and Population Sciences (DCCPS) manage the Surveillance, Epidemiology, and End Results (SEER) Program cancer registries. Each year the SEER program reports information about newly diagnosed cancers including information about tumor staging. Collaborative stage (CS) was developed to collect the building blocks of stage with the idea that these building blocks could be converted to various staging systems. It represents a joint effort across the organizations that collect population-based cancer surveillance data. CS was first introduced for cases diagnosed in 2004, and the second version (CSv2) was introduced for cases diagnosed in 2010. The introduction of CSv2 included both changes in the definitions for staging and the collection of additional information, referred to as site specific factors. The contractor shall review and publish a supplement to the Cancer, "Collaborative Staging and its effect on cancer registry data: Information for data users on analysis and interpretation of registry data". This supplement will describe impact of changes to the staging system introduced with 2004 (CSv1) and 2010 (CSv2) cases and describe and interpret the additional information collected for several common cancer sites. It will inform users of cancer registry data about the release of new CS data introduced with cases diagnosed in 2010 scheduled for April 2013. In addition to an introductory chapter offering an overview of CS and changes over time, the remaining chapters will examine coding changes at specific cancer sites in more detail. Each chapter will be written collaboratively by a team of 3-6 members that includes expertise in the collection and analysis of registry data and in the cancer site. The authors will include epidemiologists, health statisticians, mathematical statisticians, public health analysts, cancer tumor registrars, medical experts on each specific cancer site, and data users. The contractor shall provide all publishing services associated with publishing the content, including typesetting, editing, coordinate peer review and any necessary corrections and revisions to the supplement. The contractor shall provide copies of peer review forms for all manuscripts, edited page proofs and copies of the final published Supplement issue. The proposed contractor, John Wiley and Sons, Inc., is currently the exclusive publisher for Cancer and Supplements to the Cancer Journal. The usefulness of the data collected through the SEER registries hinges on NCI's ability to communicate effectively the information to a variety of potential users. Cancer is the most appropriate journal for this publication because it is the only journal that 1) reaches our intended audience of cancer researchers that would use cancer registry data in their research; and 2) regularly publishes supplements of the sort we have proposed. No other cancer research-journal provides a comparable publication. Cancer is indexed in Medline, PubMed, and Science Citation Index and other databases which will facilitate reaching a large international audience. This is not a solicitation for competitive quotations. However, if any interested party, especially small businesses, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on May 10, 2013. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
