- The Food and Drug Administration (FDA) intends to solicit proposals under solicitation number FDA_13-223-SOL-00071 for an initiative called "Tobacco Tribal Compliance Outreach and Communications." This synopsis is being issued for planning purposes, so that interested vendors have advanced notice that the solicitation will be forthcoming and will likely be issued on or around May 12, 2013. The solicitation will be issued as a Request for Proposal (RFP). The RFP shall call for the Contractor to develop protocols and collaborative communication pathways with Tribal governments for the FDA Center for Tobacco Products, Office of Compliance and Enforcement. The requirement has been set aside for small business and will be open competitively to all small business firms that wish to compete. Once the solicitation has been issued, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. It is anticipated that the solicitation will result in a Firm Fixed Price contract being awarded to a single source. It is anticipated that the contract will be for the period of one year. Award of the contract will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government in terms price and non-price technical factors. The anticipated award date of the contract is on or around September 15, 2013. The North American Industry Classification System (NAICS) code for this requirement is 541611- "Administrative Management and General Management Consulting Services," which carries a small business size standard of $14 million. Firms will be required to demonstrate experience and understanding in Tribal relations as defined in the forthcoming solicitation. The work shall be performed primarily at the vendor's location and at Tribal locations across the United States, however occasional travel to the Washington D.C. area shall also be required. The vendor will be using some information provided by the Government to develop a strategy for a subset of the over 500 federally recognized Tribes, as determined by the Bureau of Indian Affairs. The Awardee shall understand the history and current developments in Tribal/federal relations, and also possess the knowledge of how and where to find information about specific Tribal governments or Tribal programs. Potential offerors may be any entity with Tribal experience and do not necessarily need to be Tribes or Tribal Organizations. The technical requirement is to assess and explore viable avenues and recommend protocols for working with each Tribal nation that has one or more FDA-regulated tobacco businesses, regarding areas of compliance with the Tobacco Control Act and its enforcement. Enforcement may include traditional enforcement activities, conducted throughout the United States by or on behalf of FDA, such as tobacco retail inspections and/or compliance training, education, and outreach activities. It should be noted that the Awardee is not being tasked with performing any actual enforcement, but rather is tasked with recommending ideas/strategies on how to effectively communicate compliance-related information. Depending on the proposed approach, the Awardee may need to consider potential implications of the Paperwork Reduction Act. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the FBO website. The solicitation will be available for review on the website on or around 12 May 2013; the closing date of the solicitation will be thirty days after posting. It shall be the contractor's responsibility to regularly check the website for any amendments or related postings to the solicitation. The Contractor must already be registered on the System for Award Management ("SAM") website at https://www.sam.gov/portal/public/SAM/ before a selection and award can take place. No contract award will be made to any contractor that is not already registered or in the process of registering.
