- Description
- The Air Force is seeking sources for a potential 100 percent set-aside for Small Business, HUBZone, or Service Disabled Veteran Owned Small Business (SDVOSB) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISTION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only. The scope includes the renovation of approximately 15,900 GSF of existing facility space at Wright-Patterson AFB. Renovation is to include but not limited to selected demolition and abatement, general construction, plumbing, fire protection, HVAC, electrical and information technology work. The majority of renovated areas will be used for administrative office space, complying with ICD 705 security requirements. SPECIAL REQUIREMENTS/CONCERNS: The scope of this project requires the contractor to adhere to strict, well-coordinated schedules, and a need to maintain meticulously kept work sites, material storage, and staging areas. Also, the contractor is required to incorporate efficient delivery routes throughout the complete project site and interior areas to prevent impacts to occupants and project delays. Contractor will also be required to coordinate with other installers including but not limited to the intrusion detection system installer, furniture installer, and comm. wiring installer. The majority of the renovation is required to meet ICD 705 security standards and therefore attention to security details and coordination with the government will be required for inspection and certification of the spaces. Certification for ICD 705 security requirements is obtained by submitting a DD Form 2345 to the Defense Logistics Information Services Joint Certification Program (JCP). The JCP certifies contractors of U.S. and Canada for access, on an equally favorable basis, to unclassified technical data disclosing critical technology controlled by Department of Defense (DoD). The DD Form 2345 can be found at http://www.dlis.dla.mil/jcp/. The Air Force intends to award a contract with a 300 day period of performance. The estimated magnitude of the entire contract is between $1,000,000 and $5,000,000. NAICS Code: 236220 Size Standard: $33.5M. Prime contractors who are Small Business, HUBZone, or SDVOSB and who intend to submit a proposal for this solicitation are highly encouraged to submit the following by 3:00 p.m. (local Dayton time) on 10 May 2013: Responses should include the following: (1) a positive statement of your intention to submit a proposal for this solicitation as a Prime Contractor; (2) date of HUBZone certification; and/or (3) documentation of SDVOSB status; and/or (4) listing of capabilities and/or experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact with their phone numbers, and an explanation of the relevancy of the project (limit to 5 single-sided pages); (5) documentation from surety or their agent of your capability to be bonded for bid, performance and payment bonds for this project; (6) If you are a HUBZone considering a joint venture that has not been formalized, you will need to specify the firm(s) you intend to partner with and how you plan to officially form the joint venture. (7) Contractor must either be ICD 705 compliant or demonstrate ability to become compliant prior to the potential release of the solicitation. Proof of compliance is required to be provided with your capability package (e.g. verification of JCP registration or other verifiable proof that the company is US-owned and has begun the JCP registration process). All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested Small Business, HUBZone or SDVOSB concerns. Responses shall be limited to 5 pages. Please include your DUNS Number or CAGE Code on your response. Failure to submit all information requested would result in a contractor being considered "non-responsive" to this requirement. A decision on whether this will be pursued as a set-aside or an unrestricted basis will be posted as a modification in Federal Business Opportunities.
