- Amended announcement: 1. GENERAL: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented through FAC 2005-66, effective 28 February 2013 and additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS PROCUREMENT IS 100% SET-ASIDE FOR SMALL BUSINESS. The NAICS is 722320 with a small business size standard of $7M. This announcement is the solicitation which will result in a firm fixed-price contract. 2. SCOPE: The Oregon Army National Guard requires approximately 1,934 breakfast meals and 1,858 dinners in support of the 41st BDE Advance Echelon at Orchards Training Area, Gowen Field, Idaho starting 2 June 2013 and ending 9 June 2013. 3. REFERENCE DOCUMENTS: The Performance Work Statement, applicable wage determination, Provision 252.2009-7999 and an aerial view of TTB Donaldson are included under the quote mark additional documentation quote mark link found on the FBO page. 4. CONTRACT LINE ITEMS: 0001 Contract Line Item (CLIN) 1: 1,934 each on-site prepared breakfast meals in support of the 41st BDE located at Orchards Training Area, TTB Donaldson, Gowen Field, ID. Serving on-site will begin 3 June 2013 and end 9 June 2013. REFERENCE THE PERFORMANCE WORK STATEMENT (PWS) FOR SPECIFIC MEAL QUANTITIES PER DATE. 0002 Contract Line Item (CLIN) 2: 1,858 each on site prepared dinner meals for in support of the 41st BDE located at Orchards Training Area, TTB Donaldson, Gowen Field, ID. Serving on-site will begin 2 June 2013 and end 8 June 2013. REFERENCE THE PERFORMANCE WORK STATEMENT (PWS) FOR SPECIFIC MEAL QUANTITIES PER DATE. 0003 Contract Line Item (CLIN) 3: Costs associated with the Contractor Manpower Reporting (CMR). 5. PERFORMANCE WORK STATEMENT: A PWS for the required services is attached to this synopsis and is hereby made a part of this solicitation and will be made a part of any resulting award. The PWS shall be reviewed prior to a contractor submitting a offer. 6. SERVICE CONTRACT ACT: The Service Contract Act (SCA) is applicable to this procurement. Wage Determination WD 05-2160 is applicable to this solicitation and resulting award. The wage determination in effect at the time of the proposal due date will be applicable to the award. 7. EVALUATION: REFERENCE 52.212-2, Evaluation -- Commercial Items applies completed as follows: Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non cost factors. The lowest price technically acceptable process does not permit tradeoffs between price and non-price factors. Proposals will be evaluated for acceptability, but not ranked. In order to receive the award, the successful offeror an rating of acceptable must be achieved in every non cost factor. 7.1 Non-cost factors include: 7.1.1. Technical. The purpose of the technical factor is to assess whether the offeror's proposal will satisfy the Government's minimum requirements. Contractors shall submit the following with the proposal: a. Proposed menu. Contractors shall demonstrate their understanding of the requirements listed in the Performance Work Statement in Paragraph 2.1.1 and 2.1.2 by including a proposed menu for all meals. b. Adequate resources. Contracts shall demonstrate that they have adequate and properly skilled/trained employees as well as equipment to meet the requirements of the Performance Work Statement and this solicitation. Contractor shall include a listing of the employees they propose to use on this project and a listing of the resources they will provide to meet the solicitation/contract requirements. 7.1.2 Technical Acceptable / Unacceptable Ratings: a. Acceptable: Proposal clearly meets the minimum requirements of the solicitation. b. Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation. 7.2 Past Performance: The past performance evaluation results is an assessment of the offeror's probability of meeting the minimum past performance solicitation requirements. 7.2.1 The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement. Contractors shall demonstrate relevant and recent past performance on similar projects within the last 5 years from the date of this solicitation. Contractors shall submit information regarding these projects to include the following: 1.) Description of the scope of services to include contract number 2.) Agency the services were provide to and agency Point of Contact 3.) Total dollar amount of project. 7.2.2. Past Performance Evaluation Ratings: a. Acceptable: Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. b. Unacceptable: Based on the offeror's performance record, the Government has no reasonable expectation that the offeror will be able to successfully 7.2.3 The Government reserves the right to obtain past performance from other sources to include, but not limited to, PPIRS or other databases and contacting other agencies. 7.3 Price: Price analysis will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror. 7.3.1 Offerors are to submit a proposed price for Contract Line Item 0001, Contract Line Item 0002 and Contract Line Item 0003. 8. SUBMISSION OF PROPOSAL: Proposals are due no later than 4:00pm on 24 May, 2013. There will not be an extension in the proposal due date. 8.1 Offerors shall submit the following or they may be deemed non-responsive: a. Technical Information (reference paragraph 7) b.
