- Construction Project No. XQPZ 10-0105H, entitled 'Repair Cadet Gym - Polo Pool'. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All bidders must be registered on www.sam.gov. The NAICS Code 236220, along with size standard $33.5 million applies. The procurement is entitled 'Repair Cadet Gym - Polo Pool' at the United States Air Force Academy (USAFA) in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. In the Polo Pool area, the work will consist of working in the pool gutter by demoing existing pool gutter completely, and demolish related piping and equipment under the pool decks that provides water supply and drainage for the pool gutter system. Provide complete new pool gutter at pool perimeter, including related piping and equipment under the pool decks that provide water supply to the pool gutter, and drainage from the pool gutter. The Ceramic Tile/Concrete - at the Polo Pool decks, pool floor, and pool sides, will be demolished all tile finishes along with grout and grout beds. At the pool decks demolish existing insulation materials and floor heating piping systems, down to concrete structure. While the concrete structure is exposed at the pool decks, provide structural forensic testing to determine conditions of the pool deck concrete. Inadequate structures will be demolished and new reinforced concrete will be patched at those locations. Provide new ceramic tile finishes at pool decks, pool floor, and pool sides, including grout and grout beds as required. At the natatorium pool the work includes adding new indirect up-lighting fixtures around the perimeter of the pool, suspended from the structure above, to match the existing indirect lighting fixtures. The existing lighting fixtures located above the Diving well end of the pool will be upgraded and reconfigured to provide higher light levels over the east end of the pool. The lighting fixtures located above the spectator seating will be reconfigured and upgraded to locate fixtures in locations for maintenance access and to improve lighting levels. All lighting work includes conduits, wiring, circuits, panels and all related electrical items and systems. The pool gutter grate covers will be replaced with new ones provided. Work is to be completed in accordance with the contract drawings and specifications. There are five bid options. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is approximately 258 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $1,000,000.00 and $5,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 10 May 2013. A pre-bid meeting/walkthrough is scheduled for 15 May2013 at 09:00 AM MST, attendance is not mandatory, but is strongly encouraged. Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified. Contractors choosing to attend the site visit should notify the Contract Specialist, Ashlea Toms no later than 13 May 2013, at 02:00 PM MST. Contractors who do not possess a current Contractor Access Badge (CAB) to USAFA must submit a list of those attending with the individual's name, date of birth, home address, driver's license number and issuing state so passes can be made available to access the United States Air Force Academy. Anyone who plans to attend the site visit, but fails to contact the Contract Specialist prior to the deadline stated above will not be permitted to attend the site visit. The number of personnel for the site visit is limited to no more than four individuals per contractor. Prospective offerors must submit all questions in writing. Questions are due not later than 1100 MST, 20 May 2013 via Request for Information (RFI) to Ms. Ashlea Toms. Proposals will be due at 2:00 PM MST (local time) on June 10, 2013. Electronic and faxed bids will NOT be accepted. This project requires the successful contractor to secure bonding.
