- Description
- The 319th Contracting Flight, Grand Forks Air Force Base, ND intends to issue a Request for Proposal (RFP) for a firm fixed price (FFP) requirements contract base pavements basic contract, JFSD 201257. The work required to be performed by the contractor consists of: furnish all plant, labor, materials, surveying, equipment, supplies, and supervision necessary to complete work to include, but is not limited to, the removal, replacement, and repair of existing concrete, asphalt pavements, and base course for street and road construction. There will be surveying in preparation for placement of new pavements, adjustment of manholes/catch basins/structures, and establishment of inlet elevations and drainage. In addition, installation of minor/major patches, sidewalks, curbs, gutters, bituminous sand/chip seal or fog coats, PVC storm drains, manholes, light poles, and block heater plug-ins. Hydro-mulching or sodding shall be performed on all turfed areas disturbed by work. As-built drawings to include sectional details for all work that installs new pavements where none existed previously will be required. The resulting contract, to include option years, will have a magnitude more than $10 Million. The performance period will be five years, a base year plus four option years, with a no work period of 15 October through 15 April of each year. This acquisition is being issued as an Unrestricted requirement. The North American Industry Classification System (NAICS) Code is 237310, Highway, Street and Bridge Construction, with a small business size standard of $33.5 million. Award will be made using source selection procedures under Federal Acquisition Regulation (FAR) 15.3, Air Force Federal Acquisition Regulation supplement (AFFARS) 5315.3, and MP 5315.3. Prospective contractors must be registered in the System for Award Management (SAM) system prior to award. Information on SAM registration can be obtained via the internet at https://www.sam.gov/portal/public/SAM/. Vendors can also complete their Annual Representations and Certifications (ORCA) via the same website. Failure to register at SAM website may make the offeror ineligible for award. This solicitation will only be available for viewing and downloading at http://www.fedbizopps.gov/. No paper copies or CD-ROMs will be issued. Offeror list will not be maintained, interested vendors should sign up at the interested vendor list on www.fedbizopps.gov. The Government anticipates posting the solicitation on or about 15 days after this posting.
