- ********************************************************** APRIL 23, 2013 AMENDMENT TO SOLICITATION N00173-13-Q-0170 OFF-BOARD TEST PLATFORM AMENDMENT 01 THE ITEMS BELOW ARE HEREBY AMENDED AS FOLLOWS: 1. JOB SITE VISIT - DATE IS CHANGED TO: MAY 7, 2103 10:30AM EASTERN STANDARD TIME Please notify the Contracting Officer via email at patricia.willis@nrl.navy.mil by May 3, 2013 at 4:00pm Eastern Standard Time of intent to attend the site visit. If an emergency arises and the Contractor's Representative cannot attend the scheduled Job Site Visit, PLEASE call the Contracting Officer the morning of the Job Site Visit to let him/her know you will not be able to attend. Any questions that the Contractor's Representative may have during/after the Job Site Visit must be submitted in writing and directed to Patricia Willis, Contracting Officer at the email address: SolQnA@nrl.navy.mil no later than May 8, 2013 at 4:00pm Eastern Standard Time. Questions, answers and any changes in the description, specifications or drawings after the job site visit will be issued to ALL contractors in the form of an Amendment to the solicitation. 2. RESPONSE DATE - DATE IS CHANGED TO: MAY 21, 2103 4:00PM EASTERN STANDARD TIME NO FURTHER CHANGES OCCUR AS A RESULT OF THIS AMENDMENT *************************************************************** Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13 and Subpart 13.5. The Government reserves the right to award without discussions. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. The solicitation number is N00173-13-Q-0170, and it is being issued as a Request for Quotation (RFQ). REQUIREMENT: The Naval Research Laboratory has a requirement for Offboard Test Platform Upgrade. Items must be brand name or equal. Detailed specifications are on the SF-18 Request for Quotation (RFQ) attached to this posting. INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION: 1. Complete attached SF-18, Request for Quotation (RFQ) Block 11, by inserting in Column (e), Unit Prices, your proposed price, in the space provided, for each contract line item. 2. Block 12 if applicable 3. Blocks 13a, 13b, 13c, 13d, 13e, 13f of the SF-18 4. Blocks 14 and 15 of the SF-18 Please email the completed SF-18 along with your, DUNS number to Patricia Willis, Contracting Officer, who can be reach via telephone at 202-767-6198, via email: Patricia.Willis@nrl.navy.mil. Prior to submitting an offer, Offerors must be actively registered in System For Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the Offeror acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective Offerors must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM (i.e. www.sam.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. DUE DATE: Quotes are due no later than 4:00 PM Eastern Time May 8, 2013 and will be accepted by e-mail. Quote are to be submitted to Contracting Officer. Offerors are responsible for confirming that their quote was received.
