- This is a Synopsis Notice for Integrated Solid Waste Management Services at Marine Corps Air Station (MCAS) Beaufort, Marine Corps Recruit Depot (MCRD) Parris Island and Naval Hospital Beaufort, South Carolina. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The point of contact is Cari Fiebach, Contract Specialist, (904) 542-5117. This solicitation number will be N69450-13-R-7800. This acquisition will result in a competitively negotiated Combination Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (FFP/IDIQ) contract using the policies and procedures of FAR Part 12 in conjunction with Part 15. The contract term will be a base period of one year with four one year option periods, for a total contract performance period not to exceed five years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under FAR 52.217-8 Option to Extend Services clause. This acquisition is for Integrated Solid Waste Management (ISWM) Services at Marine Corps Air Station (MCAS) Beaufort, Marine Corps Recruit Depot (MCRD) Parris Island and Naval Hospital Beaufort, South Carolina. The work includes, but is not limited to: ISWM to support base operations at MCAS Beaufort, MCRD Parris Island and Naval Hospital Beaufort and all related services thereof. The NAICS Code for this procurement is 562111 and the annual small business size standard is $35.5M dollars. This contract will replace contract N69450-09-D-2512, awarded in 2008 for similar services. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The anticipated date of Request for Proposal (RFP) issuance is on or about 08 May 2013. The RFP will be issued as full and open competition. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government.
