- This synopsis is for the Office of Information & Technology, Product Development (PD) Leadership Support Services (LSS). The mission of the Department of Veterans Affairs (VA) is to provide services to more than 27 million Veterans who have so unselfishly served their country. To accomplish this mission, the products and services of industry are required by a nationwide system of hospitals, clinics, Veterans Integrated Service Networks (VISN), Data Processing Centers, and National Cemeteries which require a broad spectrum of goods and services. Product Development (PD) is an organizational element within Office of Information & Technology (OIT), and plays a significant role in developing and implementing projects and providing services that meet department-level mission and goals. PD is the provider of choice for VA software solutions. PD assures the acquisition of secure, reliable, well-designed enterprise application software and services that deliver accurate, consistent and timely information to meet our commitments to Veterans and achieve the goals of VA. In addition to generating application software and services for VA and Veterans, PD has a mission to transform VA information systems into fully interoperable solutions through teamwork and technical excellence. PD consists of planning, developing (or acquiring), and testing applications that meet business requirements, and it provides day-to-day direction over all solutions developed by OIT for VA business units. The PD Leadership Offices provide executive-level support to PD leaders by facilitating inter- and intra-organizational collaboration; promoting organizational efficiencies; and measuring organizational effectiveness. They provide support to the organization by providing management excellence in the areas of personnel management, program execution, and organizational communications. Some of the key functions of the Leadership offices are incorporating new contracting/acquisition processes and strategies; assuring compliance with procedural changes including the Program Management Accountability System (PMAS); focus on Integrated Product Teams (IPTs); technology tools such as the Virtual Office of Acquisition (VOA); Capital Programming; budget formulation and execution, planning and oversight within the parameters of the PMAS and guided by Office of Management & Budget (OMB) Circular A-130 which implements the Clinger-Cohen Act; and advisors to the Deputy Chief Information Officer (DCIO) PD for oversight of enterprise application development activities and Strategic Planning, Analysis, Risk Management and Architecture Support. Due to the nature of the services identified under the Performance Work Statement (PWS), the potential for conflicts of interest have prevented potential offerors from responding to requests for proposals. This has caused impacts and delays in the acquisition process and has resulted in the need to separate these specific LSS, which include budget and acquisition support, under their own vehicle. The PD LSS Multiple Award Task Order (MATO) contract shall provide Advisory and Assistance (A&A) services. The A&A services are required to support PD Leadership Offices in meeting requirements and compliance with PMAS and Acquisition guidelines. In order to provide these services and deliverables, the Contractor must be able to provide qualified staff free from Organization Conflicts of Interest (OCIs); this work will expose staff routinely to acquisition sensitive information that may prevent them from bidding on future acquisitions and requirements out of PD. Therefore, the IDIQ will support only firm fixed price task order types. Up to a total of 3 multiple award IDIQ contracts are anticipated to result from this 100% total Service Disabled Veteran Owned Small Business (SDVOSB) set-aside competitive acquisition. The NAICS Code for this procurement is 541611. The solicitation number assigned to this effort is VA118-13-R-0220 and will be issued on or about 03 May 2013.
