Contract Line Item Number: The anticipated contract will have one base year with the following CLIN structure: CLIN 0001 New Generator/s 1400 KW Power Plants complete with special tools, diagnostic software, computer equipment, technical manuals, spare parts and collateral equipments and services. CLIN 0002 Training CLIN 0003 Less: Exchange Value of 28 Government owned Electro-Motive Division (EMD) 645 Diesel Generator Power plants, collateral equipment and spare parts. (This should be expressed as a negative amount.) NOTE: The sum of all CLINS should equal to zero. A Total EMD Exchange Price offer greater than $0 (zero) will be rejected. 14. Contract Award Date: N/A 15. Contractor: N/A 16. Description: This is a synopsis of a solicitation that will be uploaded after the closing date of this notice. The procurement method used for this solicitation is Contracting by Negotiation FAR Part 15 and Special Contracting Methods “Exchange of Personal Property DFARS Subpart 217.70. The NAICS: 335312 -- Motor and Generator Manufacturing with a size standard of 1000 employees. There is no National Stock Number (NSN) assigned for this procurement. This procurement is in support of the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Port Hueneme, CA 93043. A firm fixed price zero dollar exchange of equipment contract is anticipated. The NAICS code is 335312. The solicitation utilizes source selection procedures which require offerors to submit a proposal with the following factors; Factor 1 - Technical Approach, Factor 2 “ Small Business Utilization, Factor 3 “ Safety, Factor 4 “ Past Performance on Recent, Relevant Projects and Factor 5 - Price proposal for evaluation by the Government. The Mobile Utilities Support Equipment (MUSE) Division of NAVFAC EXWC requests proposals for an equipment exchange of twenty-eight (28) Government owned Electro-Motive Division (EMD) 645 Diesel Generator Power plants ranging from 750 kW to 2500 kW (47.75 MW Total), to receive multiple power plants at 1400kW Continuous Power (COP), as defined by ISO 8528-1, capacity each. The Contractor shall provide new, 4160 volt, commercially available, diesel engine driven, self-contained and transportable power plant(s) which will not be used as military tactical equipment. This equipment exchange is designed to utilize commercial value of existing, non-excess government equipment, with zero funds transferred from the government to the selected Contractor. This contract is from the effective date of the contract award and continues for a maximum period of two years or until delivery of the finished power plant(s). The following twenty-eight (28) total power plants are offered as an exchange (Detailed Description of Old Power Plants can be found in enclosure (2)): -750kW (4160VAC/130Amp/60Hz)5 power plants -1500kW (4160VAC/260Amp/60Hz)10 power plants (includes control skid) -2000kW (4160VAC/347Amp/60Hz) 7 power plants (includes control skid) -2500kW (4160VAC/430Amp/60Hz) 6 power plants (includes control skid) The government will transfer ownership of OLD generators in lots. The government will not complete the transfer of ownership of all twenty-eight (28) OLD units until the total quantity of NEW units, as specified on the prospective contract, has been accepted by the government. Offerors will be required to submit a delivery schedule with their proposal detailing the following: a. The milestones at which the Government will transfer ownership of the OLD generators to the offeror and b. The makeup (quantity and type) of the lots that will be transferred at each milestone. All twenty-eight (28) total power plants and associated collateral equipments must be removed from MUSE, at the Contractor ™s own expense, within 3 months time of government acceptance of the last unit to be delivered. The government does not warrant that all items and quantities of collateral equipment are present within each power plant ™s enclosure. The proposed contract is intended to modernize the Government ™s fleet of MUSE power plants through the most cost effective means possible. The New power plants offered by the contractor for exchange shall be able to meet current federal emissions requirements and provide reliable power to all branches within the Department of Defense. The Offeror shall provide all services and products necessary to satisfactorily complete this turn-key project. Attached Statement of Work (SOW), enclosure (1) describes the new 1400kW power plants requirement by the government Enclosures (2)through (4)are the Detailed Description and drawings of the 28 Power Plants that the government is offering for exchange. The contract term will be a onetime exchange of property base period with no option periods. This is a new exchange of equipment contract. It does not replace any existing exchange of equipment contracts. No information exists on prior contracts. Offerors can view and/or download the solicitation at http//www.neco.navy.mil when it becomes available. The proposed contract listed here is not considered for a set-aside as there were limited and not adequate interest from Small Business (SB) concerns when sources sought was completed April 23, 2012. However, interested SB concerns should, as early as possible but not later than 10 days of this notice, indicate interest in the exchange of property contract by providing to the contracting office above evidence of capability to perform, willingness to exchange equipment and a positive statement of eligibility as a small business concern. If adequate interest is not received from SB concerns, the solicitation will be issued as unrestricted without further notice. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. Registration is free and can be completed on-line at www.sam.gov.
