- Synopsis: Replace Sasebo Elementary School: Construct a new, three story, approximately 61,728 SF Elementary School and supporting facilities to serve 250 students, composed of reinforced concrete and steel with a pile foundation system. The work includes demolition of existing facilities, asbestos abatement work, rerouting of existing base infrastructure, site improvements, new parking, drop off, and pick-up areas, loading/unloading area, playground, play courts, play lots, signage, fencing, landscaping, fire lane/service road, and site/security lighting. The new school will include educational spaces such as but not limited to areas containing learning studios, learning hubs, group learning and one-to-one teaching spaces, staff planning/collaboration areas and storage; Administration areas, miscellaneous offices, Guidance counseling center, Special education offices, Professional development center, Health services, Flexible labs, Art and Music rooms, Commons Area, Information center, Theater/auditorium, Gymnasium, Food service/kitchen, Recycling Center, Janitorial and maintenance support, School supply/shortage, Technology service center, and other required areas for a fully functioning school. The project includes related infrastructure utilities including water, sewer, communication, cable television, and electrical, to support the facilities. Heating, Ventilation and Air Conditioning (HVAC), fire sprinkler and fire alarm/mass notification systems, plumbing systems, electrical and lighting systems, closed circuit TV system, cable TV system, intercom/public address system, clock-bell system, telephone system, and a local area network system will be part of this project located on Commander Fleet Activities, Sasebo, Japan. The U.S. Army Engineer District-Japan anticipates the release of Invitation for Bids (IFB) for this project. Any solicitations pursued are intended for local sources only. Local sources are those sources physically located and licensed to perform construction work in Japan. The total estimate cost for this project is between the ranges of 2,500,000,000 Japanese Yen to 10,000,000,000 Japanese YEN. Therefore, the Government intends to require contractors to demonstrate bonding capacity within this range in Japanese YEN for this project. SOURCES SOUGHT QUESTIONAIRE: Interested firms are requested to furnish comments on the following questions: 1.For projects within the last 6 years, describe your firm's capability and experience in construction of Government or comparable commercial projects of educational facilities including facilities such as, child development centers, community centers and essentially any type of facility that involved the construction of multi-functional areas consisting of administrative spaces, educational areas, community gathering areas/auditorium spaces, kitchen/food preparatory spaces, cafeterias, library/multi-media rooms, gymnasiums/recreation rooms, and outdoor recreational facilities; that involved multiple disciplines and trades of the same. 2.Describe projects within the last 6 years in which you have performed demolition of existing structures and asbestos abatement. 3.Describe projects within the last 6 years in which you performed work on projects having small staging areas and extensive phasing. 4.Provide a list of projects that your firm has experience for working on U.S. military installations in Japan. 5.Identify and discuss your current construction bonding level per contract and aggregate contracting bonding level.
