- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R13PS170321 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 335313 with a small business size standard of 750.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-04-26 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Grand Coulee, WA 99133 The Bureau of Reclamation requires the following items, Brand Name or Equal, to the following: LI 001: CIRCUIT BREAKER/TRIP UNIT - Direct plug in replacement trip unit for the Merlin Gerin STR-38S Masterpact trip unit. Unit shall be designed to replace the current trip unit. It will come as a kit with all the necassary parts, materials, installation manuals, and instructions to accomplish the retro fit in a quick manner. The unit shall include; RMS sensoring that will fit in our unit with no extra rating plugs, it will need to use the original CT's and flux trip device. Simplified digital setup menu. digital display with 3 phase ammeter and detailed trip logging features accessible from the front of the unit. LSIG protection with defeatable bands through setup programming. Test port that does not have to be removed from the breaker to test. Safety feature that returns all settings back to as-found settings when exiting test mode. Comply with standards and limits set for a class A digital device pursuant to part 15 of FCC rules. Merlin Gerin ETC-12-q-Series direct replacement trip unit for Merlin Gerin/Square D type STR-38s or equal. Current circuit breaker in place is Square D, type MP08N1, serial number 085140324701, frame size 800. sensor number 800 type T, rating plug number 600, trip unit number STR 38S, no option F, ground fault residual protection., 3, kt; LI 002: SECONDARY INJECTION TEST SET - Test set needs to be compatible with the trip unit in line item 1. portable secondary injection test set must be able to verify the functionality of the trip units for a Merlin Gerin Masterpact circuit breaker such as an ETC-12. Unit must work by injecting a single phase signal simulating the current transformer output. Under test conditions, the current sensors are bypassed and this current is injected directly to the trip device under test. Secodary current needs to be adjustable between 0 and approximately 1300% of the long time pick-up setting of the trip units. Test set will have a digital display that shows the test current expressed as a multiple of the sensor rating as well as elapsed time in 1ms increments. It will be designed for quick and simple set up and testing. Test set needs to be able to measure the DC resistance of current sensor, measure the resistance of the flux trip coil on breakers, test ground fault and perform both pick up and delay tests. Test set will have a rotary switch with pre-set test currents, manual adjust potentiometer, carrying case, and comply with appropriate standards for testing low voltage circuit breakers. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
