C, Room 1034 Norfolk, VA 23508 Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing Design Build construction services for P676 Construct a Maintenance Training Facility, Marine Corps Base, Camp Lejeune, North Carolina area as follows: This project will construct a Maintenance Training Facility to support installation of CH-53K maintenance training devices and provide training spaces to support CH-53K maintenance personnel training. Construction provides concrete masonry unit (CMU) building with reinforced concrete slab-on-grade floor, augured pile and grade beam foundation, structural steel frame, exterior masonry veneer, CMU interior walls, and an energy efficient cool roofing system. Construction provides classrooms, administration space, personnel support spaces, general offices, hydraulic/mechanical rooms, tool rooms, maintenance training areas, storage space, composite repair lab, a high by with clear span and an access apron for CH-53K maintenance trainer preventive maintenance. Information systems include basic telephone, computer network, fiber optic, cable television, security and fire alarm systems. This project will provide Anti-Terrorism/Force Protection (ATFP) features and comply with ATFP regulations and physical security standards in accordance with DOD Minimum Anti-Terrorism Standards for Buildings. Due to the location of the project, a premium ATFP has been applied to cover hardening of the building. Built-in equipment includes bridge cranes, intercom system, compressed air system, fabric hangar doors, down draft table, building hydraulic power system, lightning protection, combination passenger/freight elevator, composite shop downdraft table with built-in-filtration, fire pump and power converter for special power. Special costs include post construction contract award services, and Geospatial Survey and Mapping. Operations and maintenance support information is included in this project. Sustainable design principles will be included in the design and construction of the project in accordance with applicable laws and executive orders. Facilities will meet LEED ratings and comply with the Energy Policy Act of 2005 and the Energy Independence Security Act of 2007. Low Impact Development will be included in the design and construction of this project as appropriate. Site preparation includes site clearing, excavation and preparation for construction. Special foundation features include a pile supported foundation and a passive vapor barrier system. Paving and site improvements include grading, parking for approximately 100 vehicles, roadways curbs, sidewalks, access apron, landscaping, fencing, signs, grassed swales, bioretention cells, and storm-water drainage. Demolition of existing overhead steam lines and support towers are included. This project includes about 300 meters of eight foot security fencing. The target award range for this project is $10 “ 25 million. All service-disabled veteran-owned small businesses certified HUBZone small businesses, certified 8(a) small businesses, and women-owned small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than June 2014. The appropriate NAICS Codes is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8(a) company, please submit an 8(a) letter from the SBA stating that you have a bona fide office in North Carolina. Capabilities statements shall address, as a minimum, the following: (1) Relevant Experience to include performing efforts of similar size (value), scope (Type A or B high bay hangar and similar work described in this sources sought notice) and complexity within the last five (5) years. Include numbers of contracts and indicate whether your participation as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein. (2) Company Profile to include number of employees, office locations(s), available bonding capacity up to $20,000,000, DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved.
