Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Market Research is being conducted to determine small business, small disadvantaged business, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Woman Owned Small Business and HUBZone interest in the following construction project. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work will provide services to blast and paint the exterior of a one million gallon elevated, ellipsoidal roof steel water tank of welded construction and associated structure at Portsmouth Naval Shipyard on Seavey Island in Kittery, Maine. The tank shall remain in service between the dates of October 15 and April 15th of a given calendar year. The tank is approximately 71 ft in diameter and the overall structure height is 150 feet. The existing coating contains lead and will require a Class 1A containment with negative pressure. Additional work items include site improvements, tree removal and miscellaneous structural repairs and incidental work. Coatings contractor shall be SSPC QS1, SSPC QP1, SSPC QP2, and SSPC QP5 certified. The proposed contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the contract in accordance with industry standards. SCADA Upgrades will also be required with this project. The contractor shall also provide services to install water meters throughout the water distribution system. Upgrade existing SCADA system to incorporate data generated by newly installed water meters. The estimated magnitude of work for this project is between $5,000,000 and $10,000,000. The Procurement Method is Sealed Bidding, FAR Part 14. The North American Industry Classification System (NAICS) Code for this procurement is 237110 and the annual size standard is $33,500,000. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All capable Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a directed Small Business Set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business. Interested Small Business concerns should, as early as possible but not later than 30 April 2013, indicate interest in the acquisition by providing to the contracting office a capability statement to the following: Name and address of company; Point of contact with phone number and email address; Business size and socio-economic program (HUBZone, 8(a), SDVOSB, WOSB, etc); Ability to meet all technical requirements outlined in this notice Past performance for two projects with similar scope of work and magnitude within the last five years (indicate firm ™s role as prime or sub) Bonding Capacity DUNS number CAGE code Small Business classification for NAICS 237110 Bidders will be required to submit a bid bond with their bids.
