Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This is not a request for proposals or quotes. The information gathered will be used to make an informed business decision on how to procure this requirement. The government is seeking businesses capable of providing laundry and dry cleaning services at Fort Jackson, SC. HISTORY: The current contract was awarded to Crown Contract Services, LLC, DACA21-91-C-0045 as a Firm Fixed Price contract for twenty years on April 18, 1993. It is operated under a Contractor Owned Contractor Operated (COCO) facility that is located on Fort Jackson. However, there is no available space on the installation for a contractor to occupy a suitable building as Government Furnished Property (GFP). DESCRIPTION OF REQUIREMENT: The Contractor shall comply with the requirements of AR 210-130, Laundry and Dry Cleaning Operations and be able to acquire a Healthcare Laundry Accreditation Council (HLAC). The Contractor will receive, account for, process, and return all organizational and individual articles tendered for laundry and dry cleaning. The Contractor will establish and maintain an automated system of records to accurately quantify all work performed and shall prepare all administrative correspondence and reports incidental to the work covered. Soldiers can turn in Payroll Deduction Bundles (PRD) up to 20 times in a complete 10 week cycle of Basic Combat Training (BCT) or twice weekly. This includes a 36 pieces per bundle to include laundry bag. The pick-up and delivery includes 70 locations on and off the installation. See Attachment 1 for delivery schedule. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses must provide the following: 1.Name of firm with address, phone, email and point of contact 2.Business Size and state if your firm is classified by the Small Business Administration under the NAICS Code of 812320 Dry-cleaning and Laundry Services (except Coin-Operated). 3.Brief description of any relevant contracts within the past 36 months (commercial or government), contract numbers, contract dollar values, dates of performance, number and type of personnel involved, and the name of the government program manager. 4.Explain the approach to pick-up, complete and return all articles tendered for laundering or dry cleaning in accordance with the service response times of the Performance Work Statements (PWS). See Attachments 2 and 3 for complete PWS. 5.Explain how the approach would be cost effective in comparison to current operation of the COCO facility on Fort Jackson by the incumbent. Transportation expenses shall be specifically addressed. The preferred strategy is to procure this requirement as full and open competition. However, lack of a cost effective solution to providing dry cleaning and laundering services will result in a sole source to the incumbent. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after seven (7) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this acquisition as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. In the absence of qualified sources, a contract will be awarded under Other than Full and Open Competition procedures, pursuant to 10 USC 2304 (c )(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. The period of performance contemplated for this effort is a maximum of 3 years (1 August 2013 through 31 July 2016). This requirement will result in a Firm-Fixed price contract. The applicable NAICS Code is 812320. Interested firms may identify their interest in writing to the Government point of contact. Responses to this notice must be received no later than 2:00 PM Eastern Standard Time on April 23, 2013. Oral communications are not acceptable in response to this notice.
