Description
THIS PROCUREMENT IS BEING SOLICITED AS A TOTAL 8(A) SET-ASIDE. The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services (DHHS) anticipates posting a solicitation for proposals for a 60-month (12-month base period with four annual options) contract. This procurement is for the provision of on-site writing, editing, public affairs, communications, audiovisual support, and dissemination activities within AHRQ's Office of Communications and Knowledge Transfer (OCKT), with an option for market research and dissemination of projects related to findings based on research related to AHRQ's HAI program. AHRQ sponsors and conducts research that provides evidence-based information about health care outcomes, quality, cost, use, and access. In addition, AHRQ is committed to the writing, editing, design, dissemination, and translation of this evidence from research into practice. As a result, health care decision makers are able to make informed decisions that improve the quality of health care services. The Agency's publications include scientific, technical, and non-technical reports; announcements; fact sheets; periodicals; and consumer information relating to clinical prevention and related health services research. AHRQ Information may be written at various levels of understanding, suitable for health services researchers, clinicians, policymakers, insurers, the press, and the general public. Editorial work will include writing, revising, and/or rewriting written products that describe or summarize major findings in these areas for diverse audiences. Audiovisual support will include development of audio podcasts, brief topic-specific videos, creation of b-roll, and related activities. This procurement is also for the market research and dissemination of projects related to findings based on research from AHRQ's HAI program. The contractor shall provide on-site personnel to support the media efforts, numerous dissemination initiatives, and marketing activities. This support shall encompass writing, editing, planning, development, implementation, promotion, marketing, and assessment of strategies and tactics. The contractor shall be responsible for developing a range of products from press releases to TV and audio scripts to other appropriate dissemination vehicles. The contractor shall also be responsible for studying, tracking and implementing new media and implementation activities as technology continues to change, especially, but not limited to the use of Web as a dissemination vehicle. The contractor shall develop and implement marketing plans; conduct market research; develop partnership agreements; write, edit, research, and clear impact case studies to illustrate the use of AHRQ research and its impact on health care and the health system; facilitate marketing partnerships; conduct audience outreach; assist with Agency speechwriting for the Agency Director and other Senior Staff; conduct health communications research evaluations to determine methods for measuring return on investment of communications outreach; and make recommendations regarding health literacy needs across Agency portfolios of research. The solicitation and any documents relating to this requirement will only be available by downloading from the Internet through www.fedbizopps.gov. Interested Offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. It is anticipated that the solicitation will be available for downloading on or about 15 days after publication of this synopsis.
