- The Library of Congress (LOC) is issuing this combined Sources Sought – Request for Information (hereafter RFI) to solicit Industry’s capabilities and input on the Office of Support Operations’ (OSO)’s Requirements Planning and Acquisition Management System (R-PAMS). Library of Congress REQUEST FOR INFORMATION (RFI) PURSUANT TO FAR 15.201(e) The Library of Congress (LOC) is issuing this combined Sources Sought - Request for Information (hereafter RFI) to solicit Industry's capabilities and input on the Office of Support Operations' (OSO)'s Requirements Planning and Acquisition Management System (R-PAMS). The goal of R-PAMS is to institute a formal and structured process that infuses timeliness, quality and accountability in the pre and post contract phases for OSO requirements in an electronic, file sharing environment. R-PAMS will help OSO to:  Prepare timely requirement descriptions and other documents in a manner that is consistent in quality, detail, and content to support all contract pre-award activity, contract award and post award administration.  Manage the contract in accordance with the contracting officer's letter of delegation to the Contracting Officer Representatives (CORs).  Identify critical contract funding, contractor performance, and other contract management related issues.  Conduct detailed and timely acquisition planning.  Maintain a detailed archive of pre and post award contract actions taken by OSO staff. SUBMISSION OF INFORMATION The information request in support of the Capabilities Statement and White Paper must be submitted in writing. The submitted Capabilities Statement shall not exceed five (5) pages, and the White Paper shall not exceed ten (10) pages, in addition to a one (1) page cover letter, for a total submission not to exceed 16 pages. Your submission should be organized in accordance with the instructions in this document in order to permit a thorough and accurate review and evaluation by the OSO. All questions regarding this RFI must be submitted via electronic mail to LaTalya Palmer by Friday, April 19, 2013. Responses to this RFI must be submitted electronic mail to lpal@loc.gov by 5:00 pm EST. Responses not received by the closing date and time may not be considered or evaluated by the OSO. Important Note: The contractor is not required to answer or comment on all content contained in this RFI in order to respond to this notice. Interested vendors are encouraged to share as many ideas and suggestions to all or some of the topics presented herein. This RFI is issued for information and planning purposes only and does not constitute a solicitation. There is no solicitation document presently available. All information received in response to the RFI that is marked Proprietary will be handled accordingly. The Government will not return or pay for any information provided in response to this announcement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Responders are solely responsible for all expenses associated with responding to this announcement.
