Description
The U.S. Army Corps of Engineers, Omaha District intends to issue a Request For Quotes (RFQ) to award a single, firm fixed price contract to provide janitorial services for the Garrison Dam Project Facilities, Riverdale, ND. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform facility cleaning services for the Corps of Engineers as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. The Corps of Engineers manages/maintains five (5) day use areas and one (1) campground within close proximity of the dam. These areas are heavily used by the visiting public during the summer season (May through September). Facilities within these areas consist of comfort stations, shower buildings, vault toilets, fish cleaning stations, picnic shelters and fire rings that need to be cleaned on a regular basis. This requires that we have someone clean these facilities on a regular basis to provide a quality recreational experience to the visiting public. The Corps of Engineers also maintains several facilities during the months of October through April for the use of winter sportsmen. Facilities maintained during these months are various vault toilets around Lake Sakakawea and Lake Audubon. Contractor shall provide for the safe, careful and efficient operations of all equipment and protection of Government funds and property under the direction of the COR. Services include facility cleaning. The contractor shall clean facilities and collect/remove garbage in accordance with the attached schedule and in accordance with the specific tasks below. Services shall be conducted at the Downstream Boat Ramp, Tailrace, Government Bay, Spillway Overlook and Downstream Campground (Loops 1, 2, 3, and 4) during the months of May through September. Vault Toilet Cleaning services shall be conducted at Downstream Campground Loop 4, Downstream Boat Ramp, East Totten Trail Boat Ramp and Tailrace during the months of October through April. The North American Industry Classification code (NAICS) for this requirement is 561720. The Small Business size standard for this NAICS is $16.5 Million. Project is a total Small Business Set Aside. Services will run from May 1, 2013 through April 30, 2015. This is a base year contract with one option year. Contractor shall furnish all labor, materials, equipment, supplies, incidentals, and perform all required work in accordance to the terms, conditions, specifications, and provisions of the proposed contract. The solicitation and related documents will be issued via FedBizOpps and available for downloading on or about April 15, 2013. Contractors, if not already registered, must register at the System for Award Management (SAM) internet site http://www.sam.gov or by contacting the SAM helpdesk at 1-866-606-8220. The specifications will be available only from the FedBizOpps website on-line at http://fbo.gov. No telephone requests will be accepted and the Government will not issue paper copies.
