The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Sole-Source basis, a 40mm High-Performance Powder Gun and on-site installation from the Original Equipment Manufacturer: Physics Applications, Inc. 7635 Wilmington Pike, Dayton, OH 45458. The Physics Applications Powder Gun is specifically required due to form/fit/function with the standardized gun testing system currently in use at NSWCDD. See the breakdown below and the attached Statement of Work for quantities and specifications. Qty. 1- 40mm High Performance Powder Gun. Gun is capable of launching the 18.6 gm STANAG 4496 fragment (in sabot) to muzzle velocities in excess of 8,600 ft/s. Includes: Cartridgeless Powder Chamber Assembly. Volume Reducing Breech Parts for lower performance operation Piezoelectric Transducer ports in chambers (transducers not included). 17 ft long 40mm smoothbore barrel assembly. Stationary Gun Mount with Recoil Suppressor. Qty. 1- Spare Wear Section (48 � long) for 40mm Launch Tube Qty. 1- Shipping to NSWC-DD Qty. 1- On-site Installation Assistance and Demonstration Please include any shipping/freight costs for FOB Destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. The order shall be firm fixed price. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Offerors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at https://www.ccr.gov. A formal request for quote will not be issued as all items are identified in this synopsis. Quote is due 4/23/13, no later than 12:00 p.m. (local NSWCDD time) with an anticipated award date by 5/7/13.
