- Attachment 6 FAR 52.212-5 Contract Terms & Conditions Attachment 5 Addendum FAR 52.212-4 Attachment 4 Delivery Locations Attachment 3 Drawings Attachment 2 Specifications Attachment 1 Schedule of Prices This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NAMA-13-R-0009 and is issued as a Request for Proposal (RFP). This request does not commit the Government to pay any costs incurred in the preparation or the submission of this proposal or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 effective April 01, 2013. This is a full and open RFP under NAICS 322219, Other Paperboard Container Manufacturing. The resulting contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract with fixed unit prices for the oversize map and plan folders listed in Attachment 1 and Attachment 2. Full Text FAR 52.212-5 see Attachment 6. PERIOD OF PERFORMANCE: This IDIQ contract will have a base year plus four (4) option years. The following Federal Acquisition Regulation (FAR) clauses are incorporated and are to remain in full force in any resultant contract, with the exception of FAR provisions which will be removed prior to award: FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012) Addendum to FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012) Paragraph (c) is changed to read: Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Delete Paragraph (h), Multiple Awards EVALUATION: The Government reserves the right to award without discussions. Award will be made in accordance with FAR 13.106-2 to the responsible offeror whose proposal in response to the RFP is the lowest price. For evaluation purposes, the fixed price for each Contract Line Item Number (CLIN) will be determined by multiplying the fixed unit price by the maximum quantity of units, and the evaluated price will be determined by summing the ceiling price of all CLINs (base year and option years); FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Dec 2012) - Offerors shall complete only paragraph (b) of this provision if the vendor has completed the annual representations and certificates electronically at http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2012) - also see Attachment 4, NARA Terms and Conditions for Addendum to FAR 52.212-4; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2013) see Attachment 6 for the full text of this clause. QUESTIONS: Questions regarding this RFP must be submitted in writing to Sheila Drumheller no later than 10:00 AM ET on April 23, 2013 to be considered. Please allow one extra business day for delivery and receipt if proposal is sent via e-mail, as the e-mail will need to pass through IT security. Telephonic responses will not be processed. The Government will answer questions via a written amendment to the RFP. RFP CLOSING DATE: Proposals must be received by 10:00 AM ET on April 30, 2013. Late proposals will be handled in accordance with FAR 52.212-1. Contractors submitting proposals via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of proposals as the e-mail will need to pass through IT security. PROPOSAL SUBMISSION INSTRUCTIONS: Contractors may either mail one (1) hardcopy and one (1) CD of each proposal or e-mail one (1) copy of the proposal.
