- SOLICITATION STATEMENT SOLICITATION/SYNOPSIS STATEMENT The Wyoming United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) Soil Survey Program will be soliciting professional soil scientist services in April 2013. Solicitation will be for an Indefinite Deliverable / Indefinite Quantity (ID/IQ Contract). The award will be to multiple qualified vendors, the number of awardees is determined by response and evaluation. The solicitation includes the first four delivery task orders to be awarded. Qualified responders can bid on all four Statements of Work or on individual Statements of Work. There are two task orders for Eastern Wyoming and 2 task orders Western Wyoming. When response are submitted to: USDA NRCS UTAH STATE OFFICE Attn: Shane Miller, Contracting Officer 125 South State Street Room 4010 Salt Lake City, Utah 84138-1100 Be sure to clarify which Statement of Work or Works your company is bidding. The Wyoming USDA NRCS shall collect Range and Pastureland NRI in Wyoming. This contract shall be in support of Wyoming NRI activity. Potential Contractors shall be able to independently conduct some or all of the following items: 1. Collect documentation in the form of transects, traverses and soil descriptions that meet the standards of the National Resource Inventory (NRI). 2. Complete data entry within National Recourse Inventory (NRI) database. Information uploaded will include data point photos. 3. Utilize GPS to navigate and collect data from assigned points. Key Personnel Qualifications  The contractor must possess a degree in a Natural Resources field to include the required minimum range or soils related courses.  Demonstrated field experience in vegetation analysis and determining ecological sites from soils information. Experience in the western U.S. is preferred.  Knowledge of the procedures for conducting and completing all NRI data collection. Place of Performance The work will be conducted in various areas of Wyoming. Period of Performance Up to Five years from the date the contract is issued.
