Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The National Institute of Drug Abuse (NIDA) seeks to obtain information regarding the availability and capability of all qualified sources to perform the potential requirement described below. The NIH Blueprint for Neuroscience Research was created in 2004. The initiative created an inventory of information and other resources within a framework that enables neuroscientists to identify resources relevant to their research needs. This produced the "Neuroscience Information Framework" (NIF) and was developed to enable search of the NIF inventory using vocabulary descriptors, automated indexing, and deep queries of content across multiple databases. The NIF system is supported in a high availability local cloud environment - a collection of production level VM hosts which are maintained in a load balanced environment. VM hosts are managed by VMware and are supported by a high speed storage solution to enable seamless migration of virtual machines between physical devices. Contractors that respond to this notice shall indicate their capability as it relates to the operation, maintenance, and support of the NIF, to: Provide facilities, materials, services, and technical and scientific expertise to host, operate, maintain and support functionalities, services and components (see NIF portal at http://neuinfo.org); Continue maintaining existing NIF resources and document archives, including populating NIF with minimal curation services and coordinating source updates; Promote awareness of the NIF in scientific communities and web based mediums. Contractors shall demonstrate their experience as it relates to the following: System installation, including extensions, migrations and bug correction, Unix administration and java programming; Web portal administration, database administration, domain knowledge of publicly available U.S. and international resources and data types associated with neuroscience and related areas of biomedical research; knowledge of ongoing advances in automated text analysis and mark-up, ontological development, engineering, and semantic interoperability, including vocabulary implementations in OWL/RDF. Capability Statements must include (a) staff experience; (b) prior completed projects of similar nature, including government contracts and contracts with commercial entities; and (c) corporate experience and management capability. Responses must include the respondents' DUNS number, organization name, address, point of contact, and size and type of business pursuant to NAICS code 541990, "All Other Professional, Scientific and Technical Services," that has the small business size standard $14 million. Other related information in the Capability Statement may include: Respondents' opinion as to the perceived difficulty and/or feasibility of this requirement or proposed acquisition; possible solutions and approaches that may currently exist in the marketplace; and information regarding innovative ideas or concepts as they relate to the development of a potential solicitation. Capability Statements shall be limited to 15 pages and submitted in response to this notice no later than 1:00 PM Eastern Time on March 11, 2013, to hunter.tjugum@nih.gov, attached as an Adobe PDF or Microsoft Office file. Respondents should include their technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Disclaimer and Important News: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
