- The proposed action is being requested for a modification to Option Period 4 - Contract # W81XWH-09-C-0014, (Contractor: Pembrooke Occupational Health, Inc.) for MRO Services in support of DoD Civilian Drug Testing Program. The purpose of this modification is to add funding to base Contract Line Item Numbers (CLINs) and exercise SubCLINS to properly reflect current drug testing, which will be performed by Pembrooke Occupational Health, Inc. The contractor has performed satisfactorily during the current period of performance and there is a continued need for the services in the option year. Appropriate funds have been set aside to support this modification. Drug testing of DoD Civilian employees in Testing Designated Positions (TDPs) is required by Executive Order 12564 as implemented by DoD Instruction 1010.09. Approximately 185,000 tests are performed annually throughout the DoD. One essential requirement for this testing is the collection of specimens and review of all results by a Medical Review Officer (MRO). The required services include onsite and off-site clinic urine collections using forensic procedures and MRO functions for all DoD Civilian TDPs. These MRO services include: (1) reviewing lab test results and specimen custody and control forms to verify forensic and scientific reliability; (2) conducting donor interviews (as required); (3) making determinations regarding test results; (4) reporting verified test results to employer/Federal Agency; (5) maintaining records and confidentiality of drug testing information; and, (6) providing litigation support and testimony as needed.
