Description
Market Research and Sources Sought Notice for information on capability and availability of potential contractors to perform title evidence services for real property located within the Mobile District Area of Responsibility (AOR) which includes all counties in Mississippi, Alabama, Tennessee, Georgia, and Florida. This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement for obtaining a variety of title evidence services. These services should include the ability to provide abstracts of title, title reports and/or certificates of title, preliminary title commitments, updated/intermediate title commitments, and final owner's title insurance policies for various military and civil projects throughout the Mobile District's Area of Responsibility (AOR). The District's AOR includes all counties within Mississippi, Alabama, Tennessee, Georgia, and Florida. The contractor must be able to provide the most acceptable and preferred type of evidence of title to land or interest therein required by the Government whether property was acquired by direct purchase, exchange, donation, or condemnation. All title evidence must comply with all aspects of Department of Justice Title Standards 2001, A guide for the preparation of title evidence in land acquisitions by the United States of America. Furthermore, the contractor must be professionally trained and have specialized experience for this type of work, hold and maintain the capacity to accomplish the work in the required time, identify past experience with respect to performance of Corps of Engineers and other federal and/or state title contracts, and have a direct office or agent in the general geographic area of the project to which the services relate. All potential contractors must be in good standing and approved by the American Land Title Association (ALTA) to write title in this AOR. The title contract will not exceed $100,000.00 and will not exceed 5-years. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541191 with a Small Business Size Standard of $10 million. Responses are requested with the following information, which shall not exceed a total of eight pages. 1) Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2) Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, Section 8(a), Woman Owned, etc. shall be indicated on first page of submission. 3) Title Insurance underwriting capabilities 4) Description of capability to perform the proposed title evidence in this AOR, ability to prepare and comply with various environmental Governmental regulations as it relates to title evidence, and capacity to execute various title orders with other ongoing contracts/workload. 5) Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects. This past performance information should include project title, location, general description of the title evidence provided and demonstrate relevance to the proposed contract, the Offerors' role, dollar value of insurance, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Submittals are due no later than April 25, 2013 Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
