- The Centers for Disease Control and Prevention (CDC) is responsible for conducting acquisitions in support of the National Institute for Occupational Safety and Health (NIOSH). NIOSH has a requirement for a contractor to provide facility electrical utility analysis, hazard labeling, identify Personal Protective Equipment requirements, and to enable employee safety training to meet OSHA requirements for potential work place electrical exposure hazards for accessible energized systems. This requirement is solicited on a full and open competition after exclusion of sources basis (set-aside for small business concerns). The complete requirement details will be contained within a solicitation document which is anticipated to be available for downloading at www.fedbizopps.gov between 15 to 30 calendar days after the posting date of this notice. No verbal or written requests for copies will be accepted. It is the responsibility of prospective offerors to stay abreast of additional postings regarding this solicitation at the FedBizOpps Internet site. REQUIREMENT SYNOPSIS: The study will consist of an audit of the whole facility electrical infrastructure beginning at the incoming utility company power supply located at the two facility electrical substations, and following down the line to each building for individual local power panels, transformers, switchgear, motor control centers and connected electrical devices. A qualified electrical engineering consultant will be contracted to provide field personnel to inspect and record "as-built" system component data, perform technical analysis of the whole system and prepare a report. Information from the survey will be utilized to update facility electrical single line drawings and diagrams. Computer modeling will be conducted to determine system performance parameters for various components that may have field accessible points potentially exposing personnel to live powered circuits for maintenance activities or other physical access requirements. The facility study evaluation of the electrical system will include; Arcing Short Circuit Calculations, Time Current Curve Evaluations, Incident Energy Calculations, and Flash Protection Boundary Calculations. Upon completion of the analysis, the engineering consultants will provide a report for the NIOSH Pittsburgh systems detailing the results. The work will be performed in compliance with the requirements and procedures set-forth in the National Fire Protection Association's 70 & 70E National Electric Codes, IEEE article 1584 and various applicable ANSI standards for conducting electrical studies and analysis.
